Minimum Qualifications Open to NYS employees with one year of permanent, competitive service as an Information Technology Specialist 2 (Programming), G-18 or in a position at the G-16 level or above deemed administrative and eligible to transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Candidates reachable on the appropriate eligible list resulting from examination for this title will be considered through a canvass.
The minimum qualifications for taking the examination for Information Technology Specialist 2 (Programming), G-18 are as follows:
a. Promotion Examination: One year of permanent, competitive service as an Information Technology Specialist 1 (Programming), G-14;
b. Open-Competitive Examination: One of the following:
i. Bachelor's or higher-level degree in Computer Science, Computer Information Systems, Management Information Systems, or Telecommunications;
ii. Bachelor's or higher-level degree including or supplemented by 15 credit hours in Computer Science including at least 9 credit hours in programming languages;
iii. Bachelor’s or higher-level degree and at least a total of one year of experience in the following computer-related areas: computer programming; business/systems analysis; program design, or program testing;
iv. 60 semester credit hours or more including at least 15 credit hours in computer science courses and at least a total of one year of experience in the following computer-related areas: computer programming; business/systems analysis; program design; or program testing;
v. At least a total of two years of experience in the following computer-related areas: computer programming; business/ systems analysis; program design; or program testing.
Duties Description Produce comprehensive design review documents using established Management Information Systems (MIS) standards that clearly, correctly, and completely reflect assigned tasks; draw accurate conclusions with valid time estimates, and propose thorough recommendations with multiple solutions where possible; maintain and produce efficient and structured programs that follow established MIS standards, perform defined functions as specified in the approved design review documentation, and produce accurate outputs; ensure programs are free from errors or omissions and maintain a thorough, neat, and proper flow, utilizing comments appropriately; efficiently utilize job-related tools (SDF2, Platinum, etc.); plan, execute and document program and systems tests to ensure intended functions are performed and results are acceptable to users; ensure testing is performed thoroughly and accurately, modifying the test plan as necessary during the programming phase, and updating documentation; responsible for three highly customized Share Point/C# applications Correspondence Tracking, Inmate Grievance and Inspect General Case Tracking; prepare administrative reports and correspondence for agency and interagency concerns promptly and professionally; lead project teams to develop project plans according to MIS standards, while helping to anticipate potential obstacles and making sound and fair decisions throughout the project life cycle.
