Minimum Qualifications One year of permanent competitive service as an Agency Labor Relations Representative 2 or in a title SG-23 and above designated administrative under Section 52.6 of the Civil Service Law.

Duties Description The tasks to be performed by Justice Center Agency Labor Relations Representatives are complex and require a thorough knowledge and experience in the conduct of employee discipline, experience with employee disciplinary cases, especially cases involving employee misconduct and abuse and neglect, a thorough knowledge of Collective Bargaining Agreements between Labor Unions and New York State. Duties will include but are not limited to the following:

• Act as the primary liaison with Oversight Agency Labor Relations Specialists in connection with all disciplinary matters;
• Reviews, approves or denies discipline as warranted for a modified case load of Employee Action Records;
• Tracks the scheduling of all Expedited Reviews of Justice Center related cases;
• Primary liaison with the Oversight Agencies on serious abuse and neglect cases to immediately suspend employees without pay and pursue termination against employees found to have committed any intentional physical abuse; sexual abuse; serious psychological abuse; neglect that results in serious injury or death and any criminal act against a person with disabilities.
• Advise JC management and Disciplinary Unit Attorneys on matters of procedure and policy related to employee discipline;
• Prepare for Expedited Disciplinary Hearings Reviews with the Agency LRS and assigned JC attorneys;
• Prepare case files in advance of Expedited Arbitrations and full Arbitrations for presentation at Disciplinary hearings with the Agency LRS and assigned JC attorneys;
• Schedules witness preparation, schedules witness attendance at arbitrations, compiles, prepares and provides discovery packages to union representatives or attorneys representing employees;
• Represents the Justice Center at Expedited Employee discipline Arbitration Hearing as needed;
• Performs other duties as assigned by the Director or Assistant Director of the Employee Discipline Unit.

Additional Comments The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies.

The following list outlines several of the Justice Center’s key responsibilities:

• Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
• Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
• Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
• Centralize and perform functions relating to criminal history background checks.
• Investigate serious allegations of abuse and neglect.
• Prosecute criminal acts of abuse and neglect.
• Analyze abuse patterns and trends in order to prevent future occurrences.
