Minimum Qualifications Candidates must be reachable on the Contract Management Specialist 1 eligible list OR eligible to transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.
52.6 Transfer:
To be eligible for a 52.6 transfer, a candidate must have one year permanent competitive service in a 52.6 title allocated to salary grade 16 or above.
70.1 Transfer:
Employees with one year of permanent competitive service in one of the following titles:
Administrative Aide, Agency Program Aide, Education Program Assistant 1, Education
Program Assistant 2 are eligible to transfer to a Contract Management Specialist Trainee 1.
Employees with one year of permanent competitive service in one of the following titles:
Associate Auditor State Expenditure, Housing Specialist 1, Management Specialist 1 SL
and Senior Accountant are eligible to transfer to a Contract Management Specialist 1
70.4 Transfer:
Employees with one year permanent competitive service in a position within two salary grades and possess a Bachelor’s Degree from an accredited College. Applicants must have passed the PCO exam
Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The traineeship includes a comprehensive training plan that will be individualized based on the candidate’s experience.
Duties Description • Maintain procurement record – both physical and electronic file. Keep ACCESS up to date as to status of procurement
• Establish appropriate physical and electronic file structure according to procurement type
• Update physical and electronic file as documents are added to the procurement record
• Updates ACCESS each time a new event occurs in the procurement process
• Draft contracts or amendments/extensions as directed by supervisor
• Assist in the competitive procurement or process as directed by supervisor
• Drafts contract reporter notices and posts in contract reporter
• Ensures that competitive procurement (RFP, IFP, etc.) is posted to the OSC Internet Site
• Compiles questions received, distributes to Program for response, compiles responses for supervisor review, and ensures they are posted to OSC Internet Site
• Reviews technical evaluation scoring for completeness and reasonableness
• Participates on cost evaluation committee
• Prepares procurement record to AG/Civil Service and BOC
• Assist in editing of competitive procurement document
• Assist in the discretionary or single/sole source procurement process as directed by supervisor
• Draft request for single/sole source exemption
• Obtain necessary documentation from Contractor to complete procurement record
• Prepare procurement record to AG/Civil Service and BOC, as appropriate
• Process transactions in SFS
• Provide training to agency program staff in Albany and NYC on best practices for procurements.
• Address contractual or payment issues as they arise. Act as a resource to program staff on issues of contract compliance/allowable expenditures.
• Perform Vendor Responsibility Reviews
