Minimum Qualifications The selected candidate must be eligible for appointment in accordance with the provisions of the Civil Service Law, Rules, and Regulations.

Duties Description Under the supervision of a Business Systems Analyst 3 (G-25), the Business Systems Analyst 2 (G-23) acts as a lead analyst, technical specialist, and first level supervisor. The Business Systems Analyst 2 applies in-depth program and systems related knowledge to guide business analysis teams in projects related to various Department communications, business processes and voluntary taxpayer compliance. In this capacity, the incumbent performs the following duties:
• Plans and organizes staff work assignments. Establishes timetables for completion of projects; adjusts assignments as needed to achieve goals and meet deadlines.
• Supervises and evaluates activities of subordinates to ensure quality performance and achievement of bureau goals and objectives; provides technical guidance to subordinate staff; trains subordinate staff in the performance of analysis activities; provides training updates to ensure staff awareness of systems revisions/enhancements, reviews and submits administrative records.
• Reports progress and project statuses; provides updates to management on the status of system changes and enhancements; works closely with management and subordinates to continuously improve processes.
• Using knowledge of business processes establishes new business analysis standards and process documents; creates flow charts, process models and technical specifications; Reviews spreadsheets designed to be used in testing business rules; oversees the development and testing to validate the effectiveness of the business rules.
• Develops and maintains procedures for defining tracking and approval of new business rules or changes to existing business rules; recommends process enhancements based upon analysis of the business rules review.
• Generates a variety of reports for internal and external customers.
• Evaluates the outcome of systems testing, confirming results are consistent with system or business process specifications; assists with training on new procedures and software.
• Provides recommendations on business processes and decisions; oversees the implementation of new requirements for various business decisions using software and related applications; reviews procedures and instructions for system users.
• May identify and provide analysis of issues for existing systems resulting from errors detected during implementation or in production.
• Performs other related duties as assigned.
