Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 1, SG-18; OR who are eligible to transfer under Section 52.6 of the Civil Service Law. Examples of qualifying titles are Information Technology Specialist 2, SG-18; Sr. Administrative Analyst, SG-18; or Contract Management Specialist 1, SG-18. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.
Employees with one year of permanent competitive service in a position G-16 or above and who possess a bachelor’s degree from an accredited college, are active on the Professional Careers Opportunities eligible list, and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page: http://www.cs.ny.gov/pco/title-details/title-info.cfm?jobcode=0816100&type=Select may be eligible to transfer to the G-18 level under Section 70.4 of Civil Service Law.
Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher and who have standing on the PCO eligible lists; OR candidates with a bachelor’s degree and who are active on the PATT eligible list, may be eligible for transfer to the Trainee level under the provisions of Section 70.4 of the Civil Service Law.
Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. Salary range above applies to candidates appointed to Business Systems Analyst 1, G-18. The hiring rate for candidates appointed to Business Systems Analyst Trainee starts at $38,934 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Business Systems Analyst 1 title upon the successful completion of a two-year traineeship.
Preferred Qualifications:
Successful experience in--
• Determining requirements gathering, analysis, modeling, communication, specifications, and implementation;
• Effectively communicating and interacting with ITS staff, agency staff, vendors, etc.;
• Delivering technical information to a different audiences varying in technical knowledge and ability;
• Written, Verbal, and presentation skills;
• Understanding the business environment and translating that into effective requirements.
Duties Description Under the supervision of an Information Technology Specialist 4, G-25, the Business Systems Analyst 1, G-18, will serve as a member of the Business Solutions-Homes and Community Renewal(HCR) team within the Transportation and Economic Development (TED) Cluster.
Specific duties include, but are not limited to, the following:
• Researches and gathers requirements of business process performed by staff within the TED cluster by conducting individual or group interviews, distributing surveys, and reviewing documents;
• Documents the current or as-is state of the business processes or functions performed by TED cluster business units, e.g. opening mail, reviewing documents, performing calculations, filing, making payments, scanning documents, preparing written responses, implementing and enforcing state and federal mandated regulations, etc.
• Creates flow charts and process models describing TED cluster business functions and workflow processes that are performed by business areas to support their agency’s mission.;
• Develops test data and scenarios, tests one or many of the existing 300+ systems or new systems under development within the TED cluster, and documents the results;
• Develops training materials related to one or many of the existing 300+ systems or new systems under development within the TED cluster related to the BA’s assigned project for users;
• Writes procedures manuals and documents business process deficiencies requiring resolution during or after implementation of the changes to one or many of the existing 300+ systems or newly developed system related to the Business Analyst's assigned project within the TED cluster;
• Assists in the gathering of requirements for larger more multi-faceted projects or systems with the TED cluster and internal or external interfaces with these systems;
• Creates process, data, or other models utilizing modeling techniques requiring a lower level of training and experience;
• Functions as a recording analyst on more complex projects.
