Minimum Qualifications At least eight years of relevant work experience in Human Service operations, including at least two years of management/supervisory experience. A Bachelor’s degree in Public Administration, or related field may substitute on a year for year basis. A Master’s Degree may substitute for an additional year.

Preferred skills:

• Significant leadership experience in NYS Health and Human Services domain, preferably in the Office of Temporary and Disability Assistance (OTDA) and/or a Local District Social Service;
• Deep understanding of IES programs and eligibility and enrollment policies and legislation;
• Executive leader with the ability to promote sponsorship, buy-in, involvement, impact, communications, and readiness;
• Passion and commitment to improve client and worker experience.

Duties Description Under the direction of the Integrated Eligibility System (IES) Program Director, the Business Change Lead will manage efforts to realize the strategic benefits of the IES through robust change management and communication plans based on a deep knowledge of existing business processes. The Business Change Lead will report to and be a trusted advisor of the IES Program Director in developing the overall communications strategy for IES. The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and local district partnerships. IES will provide a quick, simple, no-wrong-door customer experience that guides clients to take maximum advantage of available State programs. IES will serve as a flexible, statewide solution that supports state and local workers. IES will be a sustainable, accurate, and efficient system that strengthens agency performance and improves client outcomes. Specific duties include, but are not limited to:

• Responding to the IES Executive Steering Committee for the delivery of business process changes and the realization of the business objectives for IES;
• Responsible for measuring and managing the impact of changes brought on by IES on organizational stakeholders;
• Broadly identifying program and project stakeholders and strategizing to ensure their engagement with IES;
• Oversee creation of a communication plan that addresses the needs of end users, program directors, managers, and executives;
• Participate in benefits realization analysis by incorporating operational feedback and change management metrics;
• Work with contractors to validate proposed target operating model;
• Work with local and state authorities to ensure required processes and organizational changes are successfully implemented;
• Facilitate Local District Social Service workgroup meetings;
• Liaison with end user operations to ensure communications and integration, as needed.

Additional Comments *Equated salary grade and range will be 31 or 33, commensurate with experience, preferred skills, and candidate qualifications. This is an 18 month temporary position.
