Minimum Qualifications PURPOSE:
The Office for People With Developmental Disabilities (OPWDD) is responsible for implementation of critical goals related to its Transformation Agenda and budget initiatives that relate to the creation and provision of community integrated supports for individuals with developmental disabilities who are in institutional settings and formalized analysis of the Residential Registration list for current and future residential planning. The Program Operations Specialist 4 (POS4) will have responsibilities in the following major areas relative to the Transformation Agenda and current budget initiatives; campus based closures, ICF transition plan, Residential Registration List Statewide Outreach, priority populations in institutional settings, and uniform policy and procedure implementation. The POS4 will be responsible for project management, collection, and management of information from OPWDD’s regional offices and other service delivery entities, as well as liaison with other state agencies and legal advocacy groups, and will supervise staff who will be responsible for data collection and management as well as the preparation of reports that are responsive to the commissioner and needs of various divisions with an interest in this information.
Candidates must be reachable for appointment on the current Civil Service list or eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
PREFERRED QUALIFICATIONS:
• Strong writing, verbal communication, interpersonal, and organizational skills;
• Ability to work independently as well as in a team environment;
• Ability to manage multiple priorities and projects effectively, including prioritizing work plans and work assignments, and meeting deadlines.
• Proficiency with Microsoft Word, Excel, and Access;
• Supervision experience, either through direct staff supervision or of multi-unit team(s) for development of agency initiatives;
The POS 4 reports to the Deputy Commissioner for Service Delivery and will have management responsibilities in five major areas: campus closures; ICF Transition Plan; other priority populations in institutional settings; Residential Registration List Statewide Oversight and uniform policy and procedure implementation.
Duties Description Campus Based Closures
Maintains data related to census and movement at all campus based facilities and tracks goals related to budget, workforce and ICF transition plan
Chairs interdivisional work group comprised of Service Delivery Regional and State Operations Offices, Workforce and Talent Management, and Budget and tracks the various aspects of the closure plans and its impact on these areas
ICF Transition Plan
Tracks the implementation of the ICF transition plan for both state and voluntary providers, as well as interface with MFP goals.
Priority Populations in Institutional Settings
Tracks priority placements for individuals in Emergency rooms, residential schools (both in and out of state), and skilled nursing facilities.
Residential Registration List Statewide Outreach
Provides oversight, design, and project management of the current budget initiative for evaluation of the current Residential Registration List for current and future residential needs.
Uniform Policy and Procedure Implementation
Reviews policies and practices for implementation of the Front Door, Self Direction, Employment, Housing and MFP to ensure enterprise wide application of these concepts by Regional and State Operations staff, and creates strategies to advance regional goals to achieve these goals.
Reviews development plan and other data related to resources available to create integrated supports and maintain general reports for use by OPWDD leadership.
Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
