Minimum Qualifications Current New York State employee with one year or more of permanent or contingent-permanent service as an Agency Labor Relations Representative 2 (M-1) OR one year or more of permanent or contingent-permanent service in a title at or above an M-1 and eligible for transfer under section 52.6 of the Civil Service Law.
Duties Description Under the general direction of the Director of Human Resources Management, the Agency Labor Relations Representative 3 (ALRR3) manages the overall operation of the Employee Relations unit (ER) for OPRHP. The incumbent will administer the employee relations program on a statewide basis and provide guidance to program managers in matters of counseling, discipline, grievances, performance evaluation appeals, improper practice charges, labor management issues and all disciplinary proceedings including investigations of allegation of misconduct and incompetence, arbitrations and the preparation, issuance, settlement and litigation of Notices of Discipline. The incumbent will be responsible for fostering cooperative labor-management interactions between managers and union officials and representatives, attending labor-management meetings and participating in the development of programs that meet the mutual needs of labor and management, and for the day-to-day labor contract implementation and administration. The ALRR 3 will also monitor work assignments and productivity of ER staff as well as oversees staff administration of disciplinary investigations and notices of discipline, grievance meetings and decisions, and performance evaluation appeals. The incumbent will train and develop ER staff in investigation techniques, case analysis, preparation of disciplinary charges, preparation for arbitration, contract administration, analysis of grievance issues, drafting of grievance decisions, and the resolution of employee problems. As necessary, the ALRR 3 will provide training for OPRHP staff agency-wide (including management staff) in all areas of employee relations, including performance evaluation issues, counseling memoranda, referrals to labor relations concerning discipline issues and out-of-title work grievances.
Additional Comments Operating Needs : This position will require approximately 30% travel and include both day trips and overnights. Experience in the employee relations field within State government; excellent writing, organizational and analytical skills; strong interpersonal skills and ability to work with and manage conflicting points of view; strong investigatory skills; and experience in preparing and presenting disciplinary cases at arbitration.
