Minimum Qualifications Two years of experience in communications, public relations, or related field.
A Bachelor’s Degree or higher in Journalism, Communications, Public Relations, English, or related field may substitute for experience.
Preferred skills:
• Experience in managing communication in a business transformation project.
• Effective communication skills in listening, questioning, educating, fact-finding, persuading, motivating, and articulating.
• Excellent written, verbal, and visual presentation skills.
• Knowledge of project communication tools, methods, and best practices.
Duties Description Under the direction of the Business Change Manager, this position will lead efforts to plan, manage, and promote communication of Integrated Eligibility System (IES) project information to stakeholders. IES is an enterprise project that must engage multiple stakeholders from diverse state and local agencies. The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and local district partnerships. IES will provide a quick, simple, no-wrong-door customer experience that guides clients to take maximum advantage of available State programs. IES will serve as a flexible, statewide solution that supports state and local workers. IES will be a sustainable, accurate, and efficient system that strengthens agency performance and improves client outcomes.
This position, and an effective communication plan, are important to the ultimate success of IES. Inadequate communication to these stakeholders will lead to delays, misunderstandings, and mismanaged expectations that negatively impact the project. The Communications Analyst will ensure that project information is provided in the right format, at the right time, to the right audience, with the right impact to reduce this risk. Duties include, but are not limited to:
• Develop appropriate approach and plan for IES project communications based on available New York State organizational assets and stakeholder’s information needs and requirements. Update and modify plan when appropriate as the IES project progresses.
• Create, collect, store, retrieve, and distribute project information in accordance with the communication plan.
• Monitor and control communication throughout the IES project lifecycle to ensure the information needs of project stakeholders are met.
• Identify communication risks and failures; seek to resolve them in coordination with the IES team.
• Actively listen to project stakeholder feedback and incorporate it into subsequent project communications.
• Work to establish and maintain a positive and energizing IES message and image that corresponds to the business objectives of the project.
