Minimum Qualifications Either 1) Reachable on the Civil Service eligible list (if you are on the eligible list for this title you will automatically be canvassed for this position if your score is reachable for potential employment); OR
2) Eligible for reassignment by virtue of having permanent competitive service as an Information Technology Specialist 4 OR 3) Eligible for transfer under the provisions of Section 70.1, 52.6 or 70.4 of the Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.
Duties Description The Duties include, but are not limited to: Reporting to IS management for general direction, the incumbent is expected to operate with a great deal of independence and will supervise complex, critical tasks relating to the Content Management technologies at NYSTRS. These technologies include Documentum, Kofax, java extensions, and VB.net extensions. This includes analysis and design, software research and evaluation, application development, systems testing, maintenance, and implementation. The incumbent will supervise IS staff engaged in related activities. The incumbent will be responsible for defining the scope of multiple IS projects, establishing and monitoring project plans, setting priorities and assigning resources within this environment. The incumbent will be required to work closely with users as well as other IS units to coordinate the completion of required activities. The incumbent will participate in documentation of IS standards, policies and procedures. They will participate in the preparation and evaluation of RFPs. They will take a lead role in training and mentoring of staff. They will perform the full range of supervisory duties. The development of new applications and support of existing applications may utilize VB.net, JAVA and additional proprietary toolkits as needed. This person will be responsible for supporting existing applications, both custom and delivered, as well as new development. This person will be responsible for leading, planning and managing NYSTRS records management program, serve as NYSTRS technical expert on agency-wide electronic and nonelectronic records management issues, and advise all NYSTRS departments on adequacy of documentation, creation and management of agency records to ensure records are handled in accordance with the NYSTRS records management standards.:
