Minimum Qualifications Candidates must be reachable on the current Civil Service eligible list or be eligible for either a 70.1 or 52.6 transfer. Example of titles eligible for a 70.1 transfer are Associate Accountant. Titles eligible for 52.6 transfer are Associate Auditor, Contract Management Specialist 2, etc. and those administrative titles at the same or similar salary grade.
PREFERRED QUALIFICATIONS:
Preference will be given to candidates who possess:
• Strong analytical, communication and presentation skills;
• Strong computer skills, particularly as it relates to Microsoft applications such as Word, Excel, Access, PowerPoint and other related programs;
• Ability to gather and organize pertinent data;
• Ability to prepare and evaluate expenditure and other financial reports.
Additionally, preferred candidates must be able to work in a fast-paced environment and handle competing, high priority assignments.
Duties Description The Office for People with Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 120,000 + individuals with developmental disabilities in New York State. The responsibilities of Budget Services include the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency’s mission of helping families and people with developmental disabilities live richer lives. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on Executive Staff priorities.
Budget Services is also responsible for developing spending plans for the district offices, IBR and a variety of Aid to Localities (ATL) programs, such as Family Support Services and Family Care; monitoring the use of resources on Personal Service, Non-Personal Service and ATL programs; assisting in allocating and monitoring the use of residential and non-residential development resources; assisting in the development of allocation methodologies for new resources, and the implementation and monitoring of budget initiatives and the agency spending control process.
PRIMARY DUTIES AND RESPONSIBILITIES:
Under the direction of the Director or Chief Budgeting Analyst the Supervising Budgeting Analyst will:
• Prepare and analyze agency budget requests.
• Monitor revenue and expenditures related to a variety of program accounts for Local Assistance.
• Develop account specific cost projections for Local Assistance
• Prepare account specific spending reports for internal and external distribution. These reports include spending plans, allocation impacts and various other ad hoc reports that will be generated based on specific requests for information from Senior Management and/or the Division of Budget.
• Manage the redesign of the Development Plan – a Citrix based database serving as one of the primary fiscal tools used to track new service funding in the Local Assistance Budget.
• Work in a team setting to obtain the data needs of the Development Plan and serve as the liaison with IMS, Regional Office Staff and other Budget Office staff.
• Use the Development Plan to provide data on expected development to assist the Chief Budgeting Analyst in providing fiscal projections to Senior Management and/or the Division of Budget.
• Supervise a team of up to 3 individuals.
Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
