Minimum Qualifications Open to NYS employees with one year of permanent or contingent permanent competitive service as Project Manager 3, G-27, OR in a position at the G-25 level or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Provisional qualifications:

There is currently no Civil Service eligible list for the Project Manager 3 title. Therefore, candidates who meet the following Civil Service minimum qualifications for the Project Manager 3 position may be eligible for provisional appointment:

• One year of service as a Project Manager 2, G-25; OR
• Two years of service as a Project Manager 1, G-23

Note: If you are appointed provisionally, you are responsible for taking the next Civil Service examination given for this title. In order to be permanently appointed to the item, you must pass the examination and be reachable for appointment on the resulting eligible list. If you do not take, pass and achieve a reachable score on the examination, you may not be retained in the position.

Non-competitive promotion (NCP):

If there are no more than three qualified candidates in direct line promotion field for this position, the agency may request approval from the Department of Civil Service to fill this position via a non-competitive promotion examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for an NCP, candidates must have one year of permanent, competitive service in a Project Manager 2 (G-25) title.

• Ability to translate technical information so that it is easily understood by non-technical individuals

Duties Description The Project Manager 3 will work in the Project Management Office (PMO) within the General Government Cluster and will be responsible for coordinating the cluster’s Project and Portfolio Management processes and procedures, facilitating cluster governance for several agencies, and developing and providing training to cluster and agency staff serving as project managers. The position will report to the Cluster Project and Portfolio Director. The incumbent will secure staff resources for projects and will participate in Enterprise Project Management Office (EPMO) meetings bringing changes and updates back to the cluster for implementation. The Project Manager 3 will coordinate project status meetings at both the cluster and agency level, supervise and mentor PMO staff, and assist with the Cluster Strategic Plan and work to initiate the Cluster IT Review Board within the cluster. Other duties include, but are not limited to:

• Providing oversight and direction for the Project and Portfolio Management processes within the cluster.
• Working with staff to implement new processes and procedures that are in alignment with the enterprise direction.
• Working closely with other cluster, agency and enterprise managers to meet the objectives of their organizations through governance and successful completion of projects.
• Coordinating project status reporting across the various organizations.
• Providing supervision of PMO staff including resource planning, administrative paperwork (e.g. timecards, travel vouchers, and performance evaluations) and staff development.
• Assisting in providing and tracking staffing requests, either requests to fill or HBITs as needed to meet the needs of the agencies.
• Participating in ITS management initiatives and working with members of other clusters to facilitate development, adoption and implementation of agency-wide policies, procedures and best practices on behalf of GGC.
• Allocating resources across cluster projects as needed to achieve objectives, maximize efficiencies and adapt to changing priorities.
• Working with senior managers to update the strategic plan as needed.
