Minimum Qualifications For permanent appointment:
Candidates must be reachable for appointment on the current Civil Service list or eligible to transfer via 70.1 under Civil Service Law.
For provisional appointment:
A bachelor's degree plus two years of program evaluation experience* in a human services setting. **
* Program evaluation experience is defined as experience in the design, development, implementation, and evaluation of methods to measure program (not individual client) needs, process, outcome, and their relationships in terms of objective criteria of effectiveness and efficiency.
** A human services setting is considered to be any organization or institution that provides direct care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, nursing or rehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program.
Substitution: A master's degree in business, economics, health care administration, hospital administration, public administration, statistics, quantitative analysis, organization management, or a closely related field can be substituted for one year of experience.
A doctoral degree in a field with emphasis on evaluation techniques can be substituted for two years of experience.
Filling of this position is contingent upon Division of Budget approval.
Duties Description As OPWDD migrates to the People First Waiver, data based analysis of services, programmatic needs, trends, population demographics, and census reports are essential to assess progress and vulnerabilities in OPWDD’s evolution into managed care. The MHPES2 will provide critical and timely information and analysis to ensure OPWDD’s ability to accurately assess outcomes and planning, particularly with regards to individuals with high risk behaviors.
Duties include:
• Track individuals who qualify for services and are involved in the criminal just system.
• Disseminate critical information to BITS staff and service providers to ensure that people with significant criminal backgrounds can avail themselves of OPWDD supports and services with a goal of reducing further involvement with the criminal justice system.
• Monitor treatment programs for recipients across the state, particularly programs related to movement of individuals with high risk behaviors to more community-integrated settings.
• Evaluate the program, maintain the data and run the reports to examine trends in services and outcomes for individuals with high risk behaviors and forensic backgrounds.
• Prepare and disseminate data to Operations so they can determine Medicaid eligibility and assess need for waiver services.
• Analyze and compile data and metrics for distribution to OPWDD leadership.
Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
