Minimum Qualifications Current NYS employee with one year or more of permanent or contingent-permanent competitive service as: a Program Research Specialist 2 G18, OR in a position allocated to a G16 or higher and eligible for transfer under Sections 52.6 or 70.4 of the Civil Service Law (CSL), OR in a position allocated to a G11 or higher and eligible for transfer to a G13 traineeship leading to the G18 level under Section 70.4 of the Civil Service Law, OR as an Administrative Aide G13 or Agency Program Aide G13 and eligible for transfer to the G13 trainee level under Section 70.1 of the CSL.
(Transfer candidates applying under 70.4 to the G13 trainee level must also possess a Bachelor’s degree and nine (9) college graduate or undergraduate credit hours in statistics, economics, econometrics or research methods. Candidates applying for the G18 level under 70.4 must also possess 2 years of subsequent professional research experience in the collection and evaluation of quantitative data directed towards review and analysis of program operations. Transfer candidates applying under 70.1 to the G13 trainee level need only possess the 9 credit hours described above. Transcripts verifying the possession of the required completed college credits MUST accompany all 70.1 and 70.4 applications).

Preferred Qualifications:

Skilled in Statistical Analysis System (SAS) software with experience in ARC GIS or other mapping software a plus. Proficient with MS Office such as Excel, Word, and PowerPoint. A solid background in the management and analysis of primary and secondary data, familiarity with social determinants of health and theories of health behavior change, demonstrated competencies in teamwork and collaborative research. Evidence of excellent analytic, critical thinking and scientific writing skills. Experience in the design and conduct of qualitative research will be an added plus.

Duties Description Under the direction of a senior level Research Scientist in the Evaluation, Research and Surveillance Unit (ERSU), the incumbent of this position will provide support to the Division, its Bureaus and Units by directly conducting or assisting with all phases of the research process. The incumbent will join a team of public health professionals and contribute to planning and carrying out nutrition-related quality improvement, evaluation and research projects to support the administration and performance enhancement strategies of statewide nutrition assistance programs, including the Hunger Prevention and Nutrition Assistance Program (HPNAP), Just Say Yes (JSY), and the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). The incumbent will assist with designing and conducting ongoing process and outcome evaluation activities, which may include sample selection, assisting with survey development, overseeing data collection and data entry, analyzing data, and interpreting and reporting results. The incumbent will be responsible for conducting literature reviews, disseminating findings from evaluation and analysis activities, and writing for scientific and non-technical audiences, preparing presentations, and assisting with required reporting to funders.

Additional Comments Permanent, full-time. Occasional Statewide travel, including overnights and travel to areas that may not be served by public transportation, may be required. 70.4 transfer applicants will be required to take and pass a qualifying Civil Service examination.
