Minimum Qualifications Candidates must be permanent in the Mental Health Program Specialist 2 title, OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, G-23 position in the Division of Adult Services, Bureau of Special Projects. The incumbent will work under the direction of the Mental Health Program Specialist 3 and will oversee the implementation of the Adult Home Settlement. The settlement involves transitioning high risk/high need individuals from Adult Homes into more integrated settings. Specific duties include, but are not limited to, the following:

• Oversee and implement the Adult Home Settlement with the goal of assisting high risk/high need individuals in transitioning from Adult Homes into more integrated settings.
o Work with staff from multiple divisions within OMH as well as other state agencies to ensure transitions are completed in compliance with statute, regulations, settlement agreements and/or legal negotiations.
• Develop and manage the Request for Proposals related to the adult home settlement to ensure they are in keeping with any legal agreements in consultation with OMH’s Counsel’s Office.
o Work closely with designated OMH Central Office and Field Office housing staff.
• Develop and schedule the curriculum maintenance and delivery of training for field staff and/or contractors who may be hired to assist with initiatives related to serving high risk/high need populations and/or new programs related to integrated care coordination. Contractors may need training specific to the populations and areas in which they will be working.
• Manage case specific tracking at each phase of implementation. The settlement requires an “In-reach” component that must be offered to each and every class member and must be done in a consistent manner as described in the settlement agreement and within certain time frames.
o Track In-reach progress for each of the housing contractors.
o Review documentation of In-reach, to ensure quality and settlement compliance is a critical responsibility.
• Provide extensive technical assistance related to implementation of supported housing in the context of the settlement agreement.
o Travel to observe the In-reach process as it’s conducted in the Adult homes.
o Facilitate incorporating feedback and suggestions from the Independent Reviewer’s Team into the day to day operations and provision of In-reach.
• Develop and maintain mechanisms to track progress of implementation and outcomes for various projects and assist in the development of performance improvement projects as needed.
