Minimum Qualifications Open to New York State employees with one year of competitive service as a Project Manager 3, SG-27 OR in a position at SG-25 or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Provisional Qualifications:

There is currently no Civil Service eligible list for the Project Manager 3 title. Therefore, candidates who meet the following Civil Service Minimum Qualifications for the Project Manager 3 position may be eligible for provisional appointment:

- One year of service as a Project Manager 2, G-25; or
- Two years of service as a Project Manager 1, G-23

NOTE: If you are appointed provisionally, you are responsible for taking the next Civil Service examination given for this title. In order to be permanently appointed to the item, you must pass the examination and be reachable for appointment on the resulting eligible list. If you do not take, pass and achieve a reachable score on the examination, you may not be retained in the position.
Non-Competitive Promotion (NCP):

If there are no more than three qualified candidates in the direct line promotion field for this position, the agency may request approval from the Department of Civil Service to fill this position via a Non-Competitive Promotion (NCP) examination, pursuant to Section 52.7 of Civil Service Law. In order to be eligible for a NCP, candidates must have one year of permanent, competitive service in a Project Manager 2 (SG-27) title.

Duties Description The Project Manager 3 will be assigned to Project Management Office (PMO) within the Environment and Energy Cluster. Duties will include, but are not limited to, the following:

• Manage complex projects or multiple projects from medium to large scope within the Environment and Energy Cluster, and with other clusters, DOB, and OSC.
• Evaluate project objectives within the parameters of budget, time and scope.
• Manage the integration of project processes including impact analysis resulting from changes in project scope, budget or schedule.
• Analyze interdependencies among scope requirements.
• Utilize quality improvement tools and techniques, including web-based tools like SharePoint.
• Develop and implement formal risk mitigation plans for all projects.
• Perform risk analysis and risk mitigation.
• Document solutions and prepares cost benefit analyses supporting alternative approaches.
• Develop procurement plans, and may oversee the development of requests for proposals.
• Participate with agency counsel in developing contractual vendor agreements, etc.
• Interact with high-level stakeholders including top agency executives and vendors.
• Control the activities of the project team to ensure that project objectives are met.
• Perform a full range of supervisory duties.

Additional Comments This Office of Information Technology Services position will be assigned to the Environment and Energy Cluster. This position will be filled pending Division of Budget approval. Some positions may require fingerprinting.
