Minimum Qualifications MINIMUM QUALIFICATIONS FOR PERMANENT APPOINTMENT:

Currently serving as a permanent Director, Staff Development & Training 1 eligible for transfer OR
Reachable on the Civil Service List for Director, Staff Development & Training OR
Currently permanent in a title eligible for a 70.1 transfer per Civil Service Rules and Regulations


MINIMUM QUALIFICATIONS FOR PROVISIONAL APPOINTMENT:

One year of service as a Mental Hygiene Staff Development Specialist 4, or two years of service as a Mental Hygiene Staff Development Specialist 3 or Mental Hygiene Staff Development Specialist 3 (Nursing), successful candidates will be qualified for appointment from the eligible list.

Duties Description Under the direction of the Workforce and Talent Management Regional Director and in collaboration with other WTM staff:

•Responsible for effectively training, supervising, communicating (orally and in writing), planning, managing and evaluating DDSOO efforts to maintain a technically skilled and values based workforce that effectively meets OPWDD”s mission.
• Communicate with State Operations managers, including DDSOO Directors, to determine workforce needs in rapidly changing regulatory and organizational environment.
•Dialogue with State Operations managers in order to identify effective local implementation strategies for GOER, OPWDD and Federal statewide training initiatives.
•Monitor compliance with OPWDD, GOER and other required training and follow-up with managers and staff who have not achieved compliance goals.
•Acts as Chairperson and provides oversight of the activities of the DDSOO Traineeship Council per statewide Traineeship guidelines for direct support trainees and direct Support supervisor trainees.
•Interfaces with directors/managers and Workforce and Talent Management in order to support initiatives affecting recruitment/onboarding/retention of new employees and a workforce of existing employees who effectively deliver services in concurrence with OPWDD mission.
•Supports agency wide initiatives such as recognition events for Direct Support Professionals and employment training programs for individuals with developmental disabilities.
•Oversight of Educational Leave process per OPWDD policy. Works with Bargaining Units and Program Operations managers to explore resources available through contracted monies to enhance skills of the workforce and jointly address unique workforce and organizational development challenges and/or health and safety challenges.
•Liaison for Clinical Department Heads to support needs of clinical departments to maintain current and effective training for staff, students and volunteers in clinical positions who provide direct services in a changing healthcare environment.
•Manage budget of the Training Department to effectively use available funds to deliver required, supplementary and professional development opportunities to DDSOO, DDRO, and Central Office and administrative/support staff.
•Support DDRO regional operations and voluntary agencies to develop and meet training needs of the workforce. This includes agency wide initiatives of Code of Ethics Core Competencies, PROMOTE and OPWDD mandatory training.
•Direct and indirect supervision of lower level training and clerical staff.
•Work with ITS managers and Central Office Training staff to use technology effectively to deliver content in a 24/7 organizational environment across large geographic catchment areas comprised of state operations and voluntary agency staff.
•Perform AOD duties as directed by the local BF office
•Maintain or attain certification as a PROMOTE Instructor Trainer
•Travel to other districts within the region as needed to assist others within the WTM Team to support OPWDD initiatives.
