Minimum Qualifications For Provisional Appointment:
One year permanent competitive service in a Revenue Support title allocated to an M-3 or higher or 2 years permanent competitive services as a Resources and Reimbursement Agent 4, grade 27.

Transfer Opportunity: Candidates must have 1 year of permanent competitive service in a title approved for transfer via 52.6 of Civil Service Law.
Duties Description The Division of Enterprise Solutions’ Revenue Support Field Operations unit supports the operations of the Office for People With Developmental Disabilities (OPWDD) Central and District Offices by developing and managing individual’s benefits and entitlements in accordance with all applicable laws and regulations. The primary responsibilities of the Director of Field Operations include:
• Serving as the liaison to private agencies, professional associations, other governmental units, DDSOOs, DDROs, other OPWDD units, the individuals served, their families and advocates;
• Managing and supervising the Field Operations unit and nine Revenue Support Field Offices
(RSFOs); establishing and maintaining internal controls in conjunction with the District Managers;
• Ensuring that all individuals’ benefits and entitlements are applied for, secured and maintained to
their fullest extent; that an individual’s Personal Allowance is properly calculated, provided and used
for the person;
• Ensuring that revenue and reimbursement is maximized for OPWDD state operated programs;

• Working with the Office of Information Technology Services staff to ensure that the Tracking and
Billing System (TABS) meets the billing requirements for the RSFOs use;
• Serving as the Commissioner for District 98 Medicaid and ensuring that all rules and regulations are adhered to in administering the Medicaid program for the Department of Health;
• Ensuring that assignments for training, projects, workgroups and committees are completed in a
timely fashion and brought to a successful conclusion;
• Serving on agency and inter-agency workgroups and other projects and initiatives as assigned.
Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
