Minimum Qualifications Please Note: Individuals must be employed by New York State to be eligible for appointment to this position.
Candidates must be reachable for appointment on the appropriate Civil Service eligible list;

OR

Candidates must have permanent status as a Business Officer 2 and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.

Section 52.6 allows individuals who have one year of permanent competitive service in a title designated as 52.6 (administrative title) to transfer to another 52.6 title at the same grade or within two salary grades or one M-grade.

Section 70.1 allows a permanent competitive class employee, who has at least one year of permanent service in a qualifying title to transfer to a title where the essential duties and qualifications are similar and the transfer is within two salary grades or one M-grade.

Duties Description As a Business Officer 2, you would provide management direction and control of business administration, fiscal and support service activities at a Psychiatric Center at the Office of Mental Health. Under the policy direction of the Deputy Director, Psychiatric Center 2- Administration, you would coordinate all such activities with clinical program supervisors to ensure that the activities are supportive of facility treatment objectives. You would plan, organize, direct and control the principal activities of all support departments (e.g. food service, laundry services, housekeeping, plant operation and maintenance, etc.); oversee the preparation of facility's annual other than personnel service (OTPS) budget requests and the personnel service budget requests for support departments: oversee the expenditure of and accounting for funds appropriated in the annual budget; prepare and monitor facility contracts with other providers of support or clinical services according to appropriate rules and regulations of the State Comptroller; and assist clinical program supervisors with the evaluation, utilization, leasing and control of program space on and off the facility "campus."

Additional Comments Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
