Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidate must have one year of permanent competitive or 55b/c service as an Associate in Higher Education OR one year of permanent competitive service as an Associate in Education Planning and Evaluation or Associate in Veterans Education to transfer via Section §70.1 of the Civil Service law OR be reachable on the Civil Service eligible list for this title.

Section §70.4 Transfer – A candidate may be eligible for nomination for §70.4 transfer to Associate in Higher Education if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 24 or higher.

Duties Description The New York State Education Department’s Office of Higher Education is seeking candidates for the position of Associate in Higher Education in the Office of College and University Evaluation (OCUE). This Office monitors academic quality in all undergraduate and graduate programs, except those leading to professional licensure, throughout the more than 270 public, independent, and proprietary degree-granting institutions in New York State. Under the general supervision of the Director of College and University Evaluation, the Associate in Higher Education will be responsible for analyzing requests from postsecondary institutions for master plan amendments, registering new programs and proposals, providing technical assistance, auditing postsecondary institutions and programs for compliance and evaluating the fiscal conditions of colleges. Other duties of this position include, but are not limited to, the following:

• Evaluate proposals for registration of credit-bearing college programs;
• Lead on-site reviews of colleges, including assembling a team of peer reviewers, organizing the site visit, analyzing institutions’ self-studies and other documents to assess compliance, interviewing administrators, faculty, and students and advising site visit teams and institutions;
• Prepare reports for the Board of Regents, Regents Advisory Council on Institutional Accreditation, and Deputy Commissioner;
• Provide technical assistance and advice to college administrators;
• Draft proposed regulations, in consultation with the Office of Counsel;
• Evaluate and advise entities proposing to become degree-granting institutions in New York State as well as out-of-state institutions seeking permission to operate in New York State;
• Coordinate oversight of low-performing institutions and institutional closures;
• Prepare materials for consideration by the Board of Regents, including charter amendments, master plan amendments, regulatory decisions, and policy discussions;
• Respond to complex Freedom of Information Law requests;
• Field complaints regarding degree-granting New York State institutions of higher education;
• Collaborate with other Department offices and State agencies on issues related to higher education; and
• Perform special assignments as directed by the Commissioner, Deputy Commissioner or Director to meet needs for analysis, research, and communications.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment.

*Salary leads to $97,632 through annual performance reviews.
