Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, G-25, OR in a position at the G-23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Duties Description The Information Technology Specialist 4 will function as a unit manager within the Business Analysis and Quality Assurance (BAQA) Unit, and is accountable as the lead portfolio analyst in key Public Safety Cluster business areas. The incumbent oversees business analysts and quality assurance staff activities related to the ongoing support of these technology systems and will manage the associated quality assurance testing activities and ongoing production support tasks in the assigned portfolio areas. Duties include, but are not limited to, the following:

• Direct communication with both internal and external customers to identify, analyze, and prioritize application issues dealing with their assigned portfolio area
• Serve as manager of the unit, foremost expert in this business specialty, and work directly with the agency’s Customer Contact Center to troubleshoot and address statewide issues
• Possess a broad understanding of enterprise applications in order to troubleshoot issues and prioritize Public Safety Cluster needs
• Train and support staff in the varied business requirements in their area of expertise
• Contribute crucial business knowledge, as well as provide general oversight of the portfolio systems and the associated documentation and application test support of such
