Minimum Qualifications Open to NYS employees with one year of permanent, competitive service as a Senior Budgeting Analyst, G-18, or at the G-16 level or above who are in titles eligible for transfer under Section 52.6 of the Civil Service Law OR at the G-11 level or above in titles eligible for transfer to Budgeting Analyst Trainee under Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grade levels.
New York State employees with a Bachelor’s degree and one year of permanent competitive service at the G-11 or higher level who meet the criteria for transfer under Section 70.4 of the Civil Service Law will also be considered.
The salary range identified above applies to candidates appointed to Senior Budgeting Analyst, G-18. The hiring rate for candidates appointed to Budgeting Analyst Trainee 1 starts at $39,713 and is based on the candidate's salary at the time of hire. Candidates hired into the Budgeting Analyst traineeship will be advanced to Senior Budgeting Analyst upon the successful completion of a two-year traineeship.
Preferred Qualifications.
• Undergraduate degree in Accounting/Business/Finance.
• Experience in state government agency operations.
• Experience with information technology operations and services.
• Knowledge of state government accounting systems.
• Knowledge of federal government cost principles and guidelines.
• Strong personal computing skills, especially MS Excel.
Duties Description Under the direction of the Finance project management director, the Senior budgeting Analyst/Trainee will assist in the development and management of the cost allocation/recovery process in its totality, which includes data collection, validation and analysis of cost and utilization by IT service category. The incumbent will also assist in the development of methods to allocate costs, and will work with IT program managers to define services, budgetary forecasts and utilization metrics.
Duties will include but are not limited to the following
• Participate in the budget development process, reviews for cost allocation appropriateness and use in rate setting.
• Work with the technical managers within the operating units to determine utilization statistics that would most appropriately allocate costs and data inputs (utilization data) required for cost allocation, rate setting and billing purposes.
• Establish processes to report monthly/quarterly tracking of actuals to forecasted services, variance analysis, and potential mid-year rate adjustments.
• Review and evaluate existing utilization data for completeness, accuracy and timeliness for cost billing/allocation/rate development processes.
• Assist in synchronizing the service rate structure with the ITS Service Catalog.
• Coordinate with budgeting, accounting or other administrative areas when new codes/classification are required.
• Advise management of budget impact that new projects may have on rates/recoveries/federal issues.
• Assist in developing projections of utilization for new/planned services.
