Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 (Programming), G-18, OR in a position at the G-16 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Preferred Qualifications:
• Degree or course work in Computer Science or IT Related Field
• Experience in computer programming
• Experience with relational databases
Duties Description Reporting directly to an Information Technology Specialist 4, SG- 25, within the Human Service Cluster, the incumbent will perform the duties listed below.
Duties include, but are not limited to:
• Perform application programming on the SDX/RFI/eDRS systems in the UNISYS 2200 – Mainframe environment on applications written in COBOL which include both interactive screens and batch programs;
• Implement new code in COBOL and develop new processing using tools defined by the Enterprise Architecture (EA) team for their Service Oriented Architecture (SOA) strategy to support the growing area of real-time system integration of other entities with the Welfare Management System;
• Convert existing code to comply with a new standards;
• Work with other application development teams to write code, configure tools and processes to allow integration with the WMS Unisys 2200 Mainframe;
• Participate with defining enterprise strategies and provide planning for long term compliance with all Office of Information Technology Services (ITS) technical initiatives;
• Develop skills and learn new technologies and methods as the architects and lead developers adopt newer standards;
• Maintain and enhance applications to support changes required for technical upgrades and changes to the current tools such as converting old COBOL code to Oracle procedures;
• Document development processes to publish and allow other teams to adopt changing development practices and more modern tools.
