Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 Programming, G-18 or in a position at the G-16 level or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualification

• An understanding of service oriented architecture (SOA) concepts, and database management (SQL) is an essential function of this position.
• Excellent written and verbal communication skills.

Duties Description The Information Technology Specialist 2 (Programming) will function as an Internal Customer System Framework (ICSF) developer and will be assigned to the Display Architecture Engineering Team supporting line-of-business faced web portals and applications. The incumbent will focus on the support of application system interface development and requires specialization in HTML, CSS, and .NET expertise. Duties will include, but are not limited to, the following:

• Develop interface and service components that utilize programming languages and skills/technologies, such as Visual Basic.NET, C#.NET, ASP.NET, XML, and database and content management systems.
• Maintain service on the existing web services.
• Analyze existing processes and documentation of business rules.
• Create functional specifications
• Perform System analysis and design.
• Develop presentation interfaces.
• Create business logic components and methods.
• Log Transactions and document relative changes
• Work with version control systems and develop detailed unit test and system test plans to ascertain that the new system adheres to the business rules.
• Remediate any bugs or problems found in testing.
• Develop post-production support plans, and perform on-going maintenance and support of the applications.

Additional Comments This Office of Information Technology Services (ITS) position will be assigned to work within the General Government Cluster. Some positions may require fingerprinting.
