Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 3, G-23; OR in a position G-21 or above deemed administrative under Section 52.6 of the Civil Service Law; OR in a title approved for transfer under Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.
Preferred Qualifications: In addition to excellent written and verbal communication skills, knowledge of cyber security concepts and terminology, and experience with instruction or training is preferred
Duties Description Duties Description As part of the Security Governance, Risk and Compliance group, the incumbent will develop, plan, and implement a cyber security exercise program and cyber security training program for NY State and local government.
Additional duties include, but are not limited to, the following:
• Develop working knowledge of Homeland Security Exercise and Evaluation Program (HSEEP) and incorporate guiding principles and approach into NYS exercise program
• Design, plan, and manage NYS cyber exercises and activities in collaboration with government and business partners
• Schedule planning meetings to plan exercise conduct and evaluation, and coordinate exercise logistics
• Engage stakeholders to define cyber exercise objectives, ensuring objectives are informed by risk
• Develop appropriate documents for exercise scenarios and constraints, design documents, directives, and control plan, as well as after-action reports and improvement plans
• Develop products to be used in the exercise and the methodology to be used to test the effectiveness of the exercise
• Conduct and evaluate the exercise
• Assess, manage, and coordinate all cyber security training activities
• Research, identify, and recommend appropriate cyber security training options to address competency gaps
• Partner with internal stakeholders regarding training needs
• Establish and maintain relationships with external training suppliers
• Prepare documents to solicit training proposals and procure training
• Handle all logistical requirements of training including venues and equipment
• Track and report on training outcomes and effectiveness
•Establish multi-year program plans and priorities, incorporating a progressive planning approach for both training and exercises
Additional Comments This position requires off-shift work on an ad-hoc basis and occasional travel. Some positions may require fingerprinting.
