Minimum Qualifications Permanent Transfer Candidates: NYS employee with one year of permanent or contingent-permanent service as an Information Systems Auditor 1 OR one year of permanent or contingent-permanent service in a title at SG-21 or above that is eligible for transfer under Section 52.6 of the Civil Service Law.
Provisional Candidates: Open-competitive qualifications: Seven years of application development experience that includes as primary responsibility the design, development, or evaluation of mainframe or server-based accounting or auditing systems and controls. A Bachelor’s Degree in accounting or computer science may substitute for four years of the experience.
Preferred Qualifications:
Thorough knowledge and familiarity, including at least three years of experience, with the Title XIX Medicaid Program. Thorough knowledge and familiarity, including at least three years of experience, with large-scale claims processing systems, such as Medicaid Management Information Systems. Ability to develop and maintain working relationships with local districts, the Medicaid provider community, other bureaus within OHIP, other departments and federal agencies. Excellent communications skills, including the ability to effectively communicate, both orally and in writing, with others in explaining systems issues and Department initiatives. At least two years experience supervising staff.
Duties Description The incumbent in this position will be an integral part of the operation and evolution of the New York State MMIS, eMedNY, for the Department of Health. Duties will encompass a wide range of responsibilities dealing with the operation and evolution of eMedNY, including QA support, defining and developing system change requirements, in-depth review and analysis of systems documentation, trouble-shooting operational systems problems and working directly with the contractor and systems users. Specific responsibilities and duties will include: work collaboratively with CSC systems staff, OHIP program staff and stakeholders to identify systems problems and issues, propose solutions and effect resolutions; ensure that ongoing eMedNY operations and evolution functions are performing efficiently; provide support for and/or perform as needed specific eMedNY QA and contract compliance reviews; provide support as needed for internal eMedNY QA projects which support other agencies, e.g., the Shoppers system and IPRO recoveries and reversals; as needed, support ongoing eMedNY QA functions such as coordinating eMedNY Data Dictionary changes and eMedNY Edit Status Clearances; as needed, research systems issues to provide detailed, written responses to audits of eMedNY performed by the Office of the State Comptroller and the federal Office of the Inspector General; assist as directed in the design, development and implementation of activities necessary to maintain support functions with other state agencies, other federal agencies and the provider community; work with OHIP program staff to implement new projects in eMedNY, and enhance system performance; act as liaison between OHIP program staff and CSC systems staff in all phases of the project system development life cycle; and, report to and provide support to eMedNY and OHIP management on Medicaid, eMedNY and QA issues; make presentations to management and other project stakeholder organizations as needed.
