Minimum Qualifications
Reachable on Civil Service Eligible List OR
One year of permanent competitive service as a Contract Management Specialist 2 or eligible for a 70.1 or 52.6 transfer.

Duties Description • Supervise and train staff involved in the contract processes;
• Develop competitive procurements and cost evaluations;
• Negotiate and develop contracts;
• Manage the competitive contract and contract development processes;
• Review proposed contracts for fiscal and programmatic adherence to State, OCFS and BTD policies and compliance.
• Maintain procurement and contract files;
• Report on related financial documents and follow-up on proposed contracts throughout approvals process;
• Review procurement records to ensure that all applicable laws, rules and regulations are adhered to and that the proposed contracts are in compliance;
• Coordinate and resolve contract-related disputes;
• Provide technical assistance and guidance to BTD management, professionals, program staff, vendors and other staff involved in contract and financial processes;
• Work collaboratively with other OCFS offices/staff involved in the contracting process;
• Prepare written correspondences related to the above-functions; and
• Report to the Assistant Director, Training.

Additional Comments Travel required: 5%
