Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 2 OR to transfer via §52.6 of the Civil Service Law, candidates must have one year of permanent competitive or 55b/c service in a title allocated at SG-16 or higher AND posses a bachelor’s degree or higher AND nine semester credit hours in statistics, economics, econometrics, or research methods AND two years of subsequent professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of program operation OR one year of permanent competitive or 55b/c service as an Assistant In Education Research OR be reachable on the Program Research Specialist 2 eligible list.

Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services (ACCES) is seeking to fill 2 Program Research Specialist 2 positions in the ACCES Data Unit. The Data Unit supports all ACCES offices, provides data and reports to meet federal reporting mandates, measures program performance and effectiveness, and supports policy and budgetary decisions. The Data Unit works closely with the Information Technology Services (ITS) staff in the development of new software for ACCES offices. Under the direction of the Program Research Specialist 3, major responsibilities of this position include, but are not limited to, the following:
• Identify and track the processes of ACCES programs;
• Provide instructions and information regarding data collection and results to program staff;
• Consult with ITS staff in developing and maintaining ACCES' data infrastructures;
• Select the appropriate methods to follow when analyzing and evaluating data;
• Consider the source of data and statistical tools to use to support ACCES initiatives;
• Determine the kinds of information needed, the data sources that should be used, and the collection methods to follow to support the work of ACCES programs;
• Identify actual or potential problem areas, trends, program accomplishments, and additional key factors in services to ACCES consumers;
• Measure the progress toward, and determine the soundness of, program objectives; and
• Prepare written technical reports containing the analysis and interpretation of study findings, along with recommended course of action based on study findings.
Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent or contingent permanent appointments. Filling of these positions is contingent upon Division of Budget approval.
*Leads to a maximum salary of $66,494 based on annual performance advances.
