Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Assistant Director Information Technology Services 1, M-4, OR in a position at the G-29 or above and who are eligible to transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades or one M-grade.

Duties Description The Environment and Energy Cluster is seeking a qualified and experienced Assistant Director Information Technology Services 1 to fill the role of Cluster Solutions Director of the newly-established Cluster Solutions Division. This new leadership position, reporting directly to the Cluster CIO, will have broad responsibilities for designing, establishing and leading the Cluster’s solutions architecture team. The EEC Cluster Solutions Division works closely with EEC business units, other EEC Divisions, and Central ITS to plan, design, build or buy, operate and maintain information systems that support agency business needs.
Because the State’s IT Transformation Initiative has dramatically changed the way IT services are organized and delivered to agencies , the Cluster Solutions Director plays a pivotal role in ensuring that the EEC’s approach to providing information systems solutions aligns with the Governor’s vision for IT Transformation and the direction and standards established by the Office of Information Technology Services . The EEC Cluster Solution Director must have significant experience leading technical organizations with a focus on solutions architecture and information management and a track record of success delivering information systems solutions that range in scope from business unit applications to enterprise-class systems.
The incumbent will lead the Solutions Architecture team to develop a standard technical, data and process architecture to guide development of all packaged (COTS) and custom information systems and their integration with other information systems inside and outside the Cluster. Additionally, the incumbent will work closely with the Project Management Office Director and Business Solutions Director to provide standards-based technical guidance to the design, approval, and development processes of EE Cluster applications and services as well as the development, test, release and support activities throughout the SDLC process. As EEC Cluster Solutions Director, the incumbent will also be responsible for technical and administrative support for Cluster Shared Solutions, services, and initiatives, as well as support for Information Management, Business Intelligence, and fulfillment of Open Data Requests. Duties will include, but are not limited to, the following:

• Ensure that EEC’s products and services tightly align with and support the needs of member agency users.
• Develop and maintain the Shared Services / Solutions across the Cluster
• Provide oversight and support for Cluster Information Management functions:
• Develop and maintain EEC’s Solutions Architecture:
• Plans and directs the research, analysis, development and implementation of appropriate system development strategies and technologies to meet short-term and long-range customer service goals and delivery methods.
• Perform administrative and strategic functions to assist the Cluster CIO in managing the operations of the organization.

Additional Comments This Office of Information Technology Services position be assigned to the Environment and Energy Cluster. Position will be filled upon Division of Budget approval.
