Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 3 (Health), SG-25; OR current NYS employee with one year or more of permanent or contingent-permanent service in a title at or above G-23 and eligible to transfer under Section 52.6 of the Civil Service Law.
Preferred Qualifications:
Familiarity with Systems Design Life Cycles and their comparative strengths and weaknesses. Experience in implementing system(s) in a large, multi-agency, multi-vendor environment. Presentation skills in communicating with small and large groups. Excellent written and verbal communication skills. Demonstrated proficiency in applying analytical techniques to reveal the most effective course of action.
Duties Description Under the direction of the Business System Analyst Team Lead, the BSA 3 (Health) will serve as a Senior Business Analyst to coordinate design, development, and implementation of OHIP’s replacement Medicaid Management Information System, the New York State Medicaid Management Information Systems (NYMMIS). These positions will require the ability to conduct hands-on business and systems analysis work, while also providing direction and guidance to teams of business analysts led by direct reports, Department and contract staff. Illustrative duties include, but are not limited to: Act as a liaison between technical, program area, and other stakeholders in order to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and health information systems; independently review and assess impacts of system, business process, and policy initiatives; conduct and facilitate meetings between stakeholders, technologists, program managers, and other individuals with varied viewpoints, skill sets, and objectives. Ensure that each is heard and validated; assess and manage priorities and workloads, rebalancing work as required to meet deadlines and objects; direct and coordinate NYMMIS Bureau’s Business Analysis Teams; supervise and mentor BSA2 (Health) and additional staff; and understand and follow established HIPAA Privacy rules. The incumbent in the NYMMIS Bureau of the OHIP’s Division of Systems is responsible for the design, development, testing, training and implementation of systems enhancements to the systems that support the programs administered by OHIP within DOH.
