Duties Description The Resources and Reimbursement Agent 4 (RRA4) provides direct supervision, oversight, support, and assistance to both the Field Operations unit at the Central Office and the Field Offices in their district. The RRA4 ensures the Revenue Support Field Offices and Field Operations unit are in compliance with all agency policy and procedures, ensures all training is up to date, benefit development and billing charges are established, and office functions are being performed timely and proficiently.

• Manage a district of Revenue Support Field Offices to ensure that functions are properly completed to maximize benefits and revenue, act as a Medicaid district, and provide training and technical support to persons with disabilities, families, advocates and service providers. Ensure that field staff have the knowledge, skills and expertise to fulfill their functions.
• Participate in the design and implementation of agency and benefit program initiatives in the local field offices. Communicate program policies and procedures to Revenue Support Field Office managers and monitors their effective implementation.
• This position is responsible for managing the TABS Financial Eligibility database which is the platform that drives individual benefits and generates reimbursement claims for DDSOO services. The Agent 4 (District Manager) is responsible for managing the use of TABS and Ad Hoc reports by Field Operations staff to monitor the timeliness and accuracy of TABS entry, financial investigations, benefit development, payor assignment and billing. Establishes and modifies controls for use by field staff to ensure the accuracy of billing.
• The Agent 4 analyzes complex systems issues and works with the assistance of Information Management Systems (IMS) and Central Operations to identify necessary programming changes for TABS. The District Manager acts as the liaison with IMS for the Client Cash System, DDSOO TABS Coordinators to resolve TABS issues that impact on reimbursement and Revenue Support Field Operations staff in identifying and resolving problems encountered with the various systems used.
• Represent Field Operations in the development of TABS options and enhancements; coordinates TABS related changes with IMS, Central Operations and affiliated TABS work groups.
• Represent Revenue Support Field Operations in the design and development of agency policy, procedures and regulations to support and promote programs and initiatives to facilitate individual driven services. In given areas of expertise, interpret the application of benefit rules and regulations to difficult individual scenarios that cannot be resolved at the local level.
• Represent OPWDD and Revenue Support in communicating and negotiating with federal, state and local benefit administrative entities such as the Social Security Administration, NYS Department of Health, Veterans Administration, and others, to educate them on services to the disabled and to facilitate their roles in providing benefits for individuals with developmental disabilities.
• Represent the agency in communicating information about complex government benefit programs to the public and providers. The district manager functions as a liaison between OPWDD and its not-for-profit providers to assist them in developing and managing benefits for the individuals they serve and to facilitate their Medicaid reimbursement.
• Represent local RSFOs on personnel, supply, service and space resources matters, including the recruitment, retention and training of staff.
• Participate on state-wide groups for a variety of projects focused on enhancing Field Operations.
