Minimum Qualifications Nine years of Information Technology PeopleSoft functional and technical experience, including a minimum of 1 year of management and/or supervisory experience. At least 3 of the 9 years must include hands on experience with Oracle PeopleSoft ELM version 9.0 or higher, and 2 years of experience with Application Designer and People Code programming, DataMover and Configuration Manager.

A Bachelor’s degree in Computer Science or engineering related field, may substitute for up to 4 years of experience.


Preferred Qualifications:
• Knowledge of SQL, stored procedures, the Oracle 11g relational database management system and operating systems experience with Solaris 10.
• Experience with People Tools 8.5.
• Business use case development capturing the functional requirements for new systems.
• System development with multiple facility or agency stakeholder requirements.
• Experience with developing and troubleshooting ELearning content.
• Strong understanding of PeopleSoft ELM tables.
• Knowledge of customizing PeopleSoft Workflow.
• Experience with configuring Learning Environments and Learning Catalogs.

Duties Description The NYS Office of Information Technology (ITS) Administrative and General Services (AGS) cluster is seeking a Project Assistant within the PeopleSoft Center of Excellence (PSCOE) to support the Statewide Learning Management System (SLMS), which is one of the biggest applications supported by PSCOE and the first enterprise wide, web based platform for use by New York State agencies to manage and deliver training.

The Project Assistant will provide expert level functional and technical support to the AGS PeopleSoft Application Services Unit. The position will be part of a new PeopleSoft application group responsible for supporting learners, instructors and administrators using New York State’s PeopleSoft ELM application. The Project Assistant will provide technical expertise to meet business requirements and develop solutions to meet the needs of agencies that utilize the ELM System.

Duties will include, but are not limited to the following:

• Providing application support for ELM and incident/change/problem management;
• Performing ELM software upgrades and project moves to production;
• Performing application maintenance and troubleshooting PeopleSoft application related problems;
• Crafting Solutions using Oracle PeopleSoft software tools and Oracle middleware to resolve technical issues;
• Triaging with help desk staff to resolve reported level 2 and 3 issues;
• Implementing complex system configurations and multiple enhancements;
• Assisting in the gathering and designing of technical specifications for customizations, build off and testing for customizations;
• Responsible for technical testing, modifying programs and reapplying customizations during the application upgrades;
• Developing programs and application objects to deliver solutions based on end user requirements;
• Following change control process when introducing new application modules or changes into production environment;
• Tracking and documenting changes to the functional and technical specifications;
• Working closely with the functional staff to determine the appropriate solution to client requests for changes;
• Maintaining existing, developing new or modifying PeopleSoft ELM Application menus, panel groups, records and tables;
• Assisting in analyzing new releases of PeopleSoft Applications or People Tools and evaluating the impact of custom modifications and/or new system functionality;
• Acting as a liaison between technical and functional teams;
• Working with the project management team to establish and monitor project tasks and milestones;
• Performing supervisory duties and conducting periodic performance reviews for direct reports;
• Providing training to the current permanent staff.

Additional Comments This Office of Information Technology Services position will be assigned to work within the Administrative and General Services cluster. Please note this is a temporary appointment with a projected term of 18 months. Some positions may require fingerprinting.
