Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 Programming, G-18 or in a position at the G-16 level or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Experience with the following:

• HTML, CSS, Drupal, SharePoint, .NET
• Service oriented architecture (SOA) concepts
• Database management (SQL)
• Use of content management systems (WCMS, ECM, SharePoint, etc.) to augment application system solutions with context sensitive help.
• BI tool competencies
• Report administration support using platforms such as Business Objects and Report2Web
• Business Rule Engine (BRE) authoring using the Oracle Policy Automation (OPA) BRE technology; integration of the ‘BRE as a Service’ with internal and external user interfaces.
• User experience (UX) best practices
• Excellent written and verbal communication skills.


Duties Description This Information Technology Specialist 2 Programming vacancy is for multiple positions within the General Government Cluster (GGC) and will be assigned to areas that will encompass the support of application system interface development, consumer faced web portals and applications, and business analysis/business architecture utilizing some of the preferred qualifications listed above. The duties for these positions may include, but are not limited to, the following:
• Development of the interface and service Applications and components that utilize some of the programming languages and skills/technologies, such as Visual Basic.NET, C#.NET, ASP.NET, XML, and database and content management systems.
• Perform the maintenance service to the existing web services.
• Analyze existing processes and documentation of business rules.
• Create functional specifications
• Perform System analysis and design.
• Develop presentation interfaces
• Creation of business logic components and methods
• Perform Transaction logging
• Compile documentation relative to changes
• Work with version control systems, development of detailed unit test and system test plans to ascertain the new system adheres to the business rules.
• Remediate any bugs or problems found in testing.
• Develop post-production support plans; and on-going maintenance and support of the applications.
• Create and maintain reports, charts and documentation using various reporting tools such as Crystal Reports.
• Write detailed SQL queries to extract system data.
• Create/Maintain various programs for web content publishing/Java scripts
• Familiar with Business Process design/reporting tools (SAP)
• Understand the Project Management methodology
• Interact with system users.

Additional Comments This Office of Information Technology Services (ITS) position will be assigned to work within the General Government Cluster.
