Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an EFS1, Senior Accountant, Senior Auditor, Contract Management Specialist 1, Program Research Specialist 2 (Economics Finance) or Senior Internal Auditor OR have one year permanent competitive or 55b/c service as an Administrative Aide, Agency Program Aide, Education Program Assistant 1 or Education Program Assistant 2 to be qualified to transfer to EFS Trainee 1 under §70.1 of the Civil Service Law OR be reachable on the Education Department’s Public Administration Trainee Transition (PATT) eligible list; the Professional Careers Opportunities (PCO) eligible list; or the Public Management Intern (PMI) eligible list. Appointments from the PATT, PCO, or PMI lists require completion of a two-year traineeship.
Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to EFS Trainee 1 if they have standing on the PCO or PMI eligible lists and are currently a New York State employee in a title allocated at SG-11 or higher.

Duties Description The New York State Education Department (NYSED) is seeking applicants for the position of Education Finance Specialist 1 (EFS1) in the Payment Unit of the State Aid Office. The State Aid Office is responsible for the calculation, payment, audit and projection of over $23 billion in State funds annually distributed to school districts and BOCES in support of public elementary and secondary education in New York State. The incumbent of this position will participate in activities related to the redesign of State Aid payment and accounting systems, including incorporation of portions of the system into the State Aid Management System and the utilization and further development of the new Statewide Financial System (SFS). Duties of this position will include, but not be limited to, the following:

• Perform appropriate tests, reviews, reconciliations and evaluations prior to delivery of payment information to the SFS to ensure that transactions are processed and accounted for;
• Provide information and guidance to school administrators regarding the calculations of payments;
• Provide support and technical assistance to school district administrators on proper procedures for submitting required forms for claiming school financial aid and payments;
• Prepare ITS programming memos for assigned payments;
• Assist in the review of enacted legislation and determine appropriate action related to payments;
• Assist in the update of available mainframe and PC-LAN computer systems to enter, revise, analyze, display, and report State Aid data;
• Process Charter School Intercepts by evaluating, calculating ,approving and certifying to the Office of the State Comptroller the intercept of monies due to Charter Schools;
• Assist in the supervision of maintenance regarding all related accounting systems and the preparation of related appropriation and cash flow reports; including coordination of payments with the six NYSED offices that make payments from the General Support for Public Schools appropriation; and
• Respond to requests for information by preparing data queries and producing data reports.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. The filling of this position is contingent upon Division of Budget approval. Salary above applies to candidates appointed to EFS1, SG-18. The hiring rate for candidates appointed to EFS Trainee 1 starts at $39,713 and, for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to EFS1 upon successful completion of a (two) year traineeship. Occasional overnight travel required.
