Minimum Qualifications TRANSFER:

Candidates must have permanent status as an Assistant Director, Resource Development and Coordination, (M-3), and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 of the Civil Service Law. PROMOTION:

Candidates must have one year of permanent competitive service or 55-b/55-c service as a Supervisor of Resource Development, M-2, Resources and Reimbursement Agent 4, Grade 27, or Resources and Reimbursement Program Development Specialist 3, Grade 27.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to potentially conduct a non-competitive promotion examination for the position of Assistant Director, Resource Development and Coordination at the Office of Mental Health, Central Office. A permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met.

PROVISIONAL:

The Civil Service eligible list for Assistant Director, Resource Development and Coordination has been exhausted. You may qualify for this position if you have a bachelor’s degree AND

Five years of progressively responsible administrative experience in securing revenue reimbursements for mental hygiene services or health services through third party and private billings,
OR
Five years of experience in developing revenue sources for mental health programs, in administering Medicaid revenue programs affecting mental health, mental hygiene, or health services,
OR
Five years of experience in the design and implementation of mental health revenue management information. At least two years of this experience must have been in a position having supervisory responsibility over professional staff.

A Master’s degree in hospital or health care administration, public or business administration, accounting, or financial management may substitute for one year of the general experience.

NOTE: Candidates appointed provisionally must take a Civil Service examination, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained. There is no Civil Service examination currently scheduled for the Assistant Director, Resource Development and Coordination.

Duties Description The Office of Mental Health (OMH) is seeking a qualified State employee to fill an Assistant Director, Resource Development and Coordination, M-3, position in the Office of Financial Management, State Operations Finance Group, Bureau of Patient Resources.

The Bureau of Patient Resources manages an integral part of OMH’s annual revenue for 24 State operated psychiatric centers, including inpatient, outpatient, managed care, and residential programs. Patient Resources comprises of three units: Operations Support Unit, Attorney General Liaison Unit, and Patient Resources Offices. Patient Resources is responsible for financial investigations, benefit development, establishing and managing billing accounts, functioning as a Medicaid District, and performing advocacy services for patients. The Operations Support includes the responsibilities as the Medicaid Director for District 97 and operations such as Medicaid prior approvals, enrollment and eligibility for the HCBS Waiver, eligibility in the PMHP managed care plan, etc. The Attorney General Liaison Unit serves as the bureau’s delinquent account collection unit and liaison with the State Attorney General’s Office for cases and accounts requiring formal referral and legal action. Duties may include, but are not limited to:

• Assist the Director of the State Operations Finance Group (SOFG) with major policy development activities, communications, and overall management of the SOFG’s $1.2 billion revenue cycle.
• Develop and communicate reimbursement and advocacy policy and procedures in all aspects of social insurance programs.
• Provide strong leadership in the direction and motivation of managers with clear expectations and accountability for performance. Integral to this objective is the development of staff, particularly of subordinate supervisors in their development as managers, leaders, and knowledge experts.
• Manage operations, meet objectives, evaluate performance, and improve quality of services.
• Make modifications and adjustments to operating policy and procedure in a changing healthcare environment by monitoring changes in State and Federal statues, rules and regulations. Major policy directions include State enrollment of the Medicaid population in managed care and the Federal implementation of the Affordable Care Act.
• Develop the capabilities of the Bureau to respond to change through research, policy and procedure development, and communications.
• Manage human resources and logistics to keep offices and units viable as attrition and personnel changes occur.
• Communicate and collaborate with individuals in OMH Central Office and external to OMH. Key Central Office liaisons are program managers and executives in the Division of Adult Services, the Division of Children and Family Services, the Division of Forensic Services, facility Medical Records Administrators, and Counsel’s Office. Key external liaisons are program managers in the Social Security Administration, Department of Health, Office of Temporary and Disability Assistance, and the Office of Children and Family Services.
• Ensure that audits are responded to appropriately and timely.
• Prepare reports and analysis on various aspects of the areas of responsibility as required.
