Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming) OR be reachable on the Civil Service eligible list for this title OR have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible to transfer under Section 52.6 of the Civil Service Law AND possess a Bachelor's or higher level degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages AND one year of experience in the following computer related areas: computer programming, business/systems analysis, program design, or program testing OR a bachelor's or higher level degree in any field AND two years of experience in computer related areas as described above OR a minimum of 60 college semester credit hours with 15 semester credit hours in computer science AND three years of experience in computer related areas as described above OR four years of experience in computer related areas as described above.

PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who possess:
• Knowledge and practical experience programming in PHP.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Information Technology Specialist 3 (Programming) in the Office of Information and Reporting Services (IRS). This Office is responsible for New York State’s data collection, management and reporting processes, including implementing and monitoring the Department’s data collection schedule and reporting calendar for federal and State accountability for P-12 and higher education in New York State. The Office is also responsible for coordinating the policies and state supports necessary for the successful integration of educational technology. The incumbent in this position will employ systems to ensure accurate, valid and reliable data on students and teachers is collected, maintained and reported. Other duties of this position include, but are not limited to, the following:

• Supervise staff in the development and maintenance of Information Technology (IT) systems written in in PHP;
• Develop and maintain IT systems written in PHP, including new analysis and development, troubleshooting, testing, and deployment;
• Design user interfaces using graphic design and CSS frameworks;
• Collaborate with program offices and IT staff to understand the business requirements of information systems;
• Analyze and recommend system modifications based on program office business requirements;
• Identify and troubleshoot system problems and implement necessary solutions; and
• Ensure systems and procedures are properly documented, meet Department standards, and follow generally accepted IT practices.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.
