Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 3, G-23, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 3, G-23. Those deemed eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifing administrative title such as Information Technology Specialist 3 (Data Communications), G-23, Information Technology Specialist 3 (Database), G-23 and Information Technology Specialist 3 (Systems Programming), G-23.

Duties Description The incumbent for this position will be assigned a role on one of the Statewide Financial System (SFS) Solution Services Teams based on SFS needs and candidate abilities and interest. The SFS is a New York State implementation of PeopleSoft Financials running on Oracle Database, and includes an extensive array of PeopleSoft modules, along with a number of associated software applications. The system is used by all state agencies to manage and execute their financial business processes. The SFS Solution Services Team employs staff members with skills spanning a broad range of technologies to customize, configure, implement, maintain and operate the System.
General Duties:
Depending on the alignment of candidate skills with SFS needs, illustrative responsibilities may include:
• Assist with the installation, technical administration, tuning, and monitoring of the PeopleSoft system and related SFS system software;
• Assist in coordination for all patches, upgrades, and implementation of new modules;
• Participate in the definition, planning and implementation of the SFS infrastructure environment;
• Contribute to the design and planning for the overall PeopleSoft architecture;
• Monitor performance of system applications and databases;
• Facilitate change control procedures through preparation and migration of code and configuration changes from development, through testing to production environments;
• Work with non-technical staff to resolve business needs of SFS customers;
• Develop alternative solutions to problems and consults with other SFS Program staff and users to evaluate the effectiveness of proposed solutions;
• Assist in analyzing the impact of proposed changes other agency programs or resources;
• Build customized application objects and related PeopleCode as required by functional and technical design requirements;
• Assist in the review of PeopleSoft configurations to ensure it incorporates user requirements and needs are met;
• Perform coding, testing and debugging activities; including developing and executing Unit and System Test Plans, as well as, assisting with system testing;
• Assist with the implementation and technical support of SFS database environments;
• Assist in the monitoring of backup, and recovery operations;
• Contribute to the tuning of SQL statements to improve performance;
• Review database data and log files for growth and manage appropriately;
• Review table sizes and indices for capacity planning and performance impact;
• Implement database level security protocols;
• Collaborate with other project team units to ensure that the SFS system environment supports project goals and objectives; and
• Develop procedure manuals and technical documentation for staff and users.
