Minimum Qualifications Eligible for a lateral transfer or eligible for a 70.1 transfer by having one year of permanent competitive service in an appropriate title;

OR

ELIGIBLE LIST: Candidates must be reachable on the current eligible list for the Secretary 1 in Albany.

Note: Candidates who are currently on the eligible list for the Secretary 1 in Albany need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.

Duties Description Duties will include but are not limited to the following:
• Provide secretarial support to the Assistant Director of Personnel and her staff (includes Personnel Administrators, Recruitment Unit, Payroll, Health Benefits and Supervisory Training);

• Provide critical back-up support to the Secretary 2 in the preparation of labor relation materials, including notice of disciplines, grievance responses, etc;

• Gather documents from the Automatic Timecard System (ATC) and Personal History Folder (PHF) in response to subpoenas for employee information;

• Prepare organizational charts for classification submissions and posting on OTDA’s web site;

• Assist HRIS Super User in the preparation/generation of ad hoc reports. Independently prepare/generate specialized reports as requested;

• Using various data sources, prepare and distribute bi-weekly reports and related correspondence;

• Prepare reports using statistical and narrative information. This will require the use of a variety of software packages;

• Review incoming correspondence and reports to determine their significance. When necessary, prepare draft response or refer to appropriate person for response and set deadline for response. Follow-up to see that appropriate information is being prepared and will be completed by deadline;

• Review outgoing correspondence for proper grammatical usage, clarity, factual correctness, compliance with policy, program information and conformance to instructions. Insure that appropriate background material is attached;

• Design, set up and maintain files (including electronic) of correspondence/documents, code and file material, search for requested material and periodically purge obsolete material for storage in records center or for disposal;

• Make travel arrangements, coordinate and schedule meetings, maintain supervisor’s calendar;

• Arrange conferences; assemble and coordinate background materials for large meetings and conferences;

• Transmit instructions from supervisor to appropriate staff orally, in writing or electronically and follow up to see that instructions are followed and deadlines are met;

• Assemble packages for orientation and supervisory training and monitor supplies;

• Assist with mass mailings and mail merges.

Additional Comments A full-time, permanent appointment will be made. Hours of the position are 9:00AM - 5:00PM. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
