Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 (Programming), SG-18 OR in a position at the SG-16 level or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Duties Description The NYS Office of Information Technology Services (ITS) are seeking energetic, knowledgeable Information Technology Specialist 2 (Programming), SG-18s for a variety of positions across the agency. Under the direction of an IT supervisor, the Information Technology Specialist 2 (Programming) is responsible for performing or assisting in performing technical activities related to coding, application program development, program and system testing, and system maintenance and implementation in such areas as the design and development of database systems; web sites; and agency specific application programs.

Duties may include, but are not limited to the following:
• Perform applications development of the interface and service components that utilize some of the programming languages and skills/technologies, including, but not limited to: PeopleSoft; Oracle; Visual C#; .NET; Cold Fusion; Java; COBOL; Groovy/Grails; MS Access; Visual Basic; HTML; and SQL;
• Perform enterprise application computer programming activities. Perform coding, developer testing, and debugging activities in accordance with design specifications, ITS standards, and test plans. Perform software maintenance activities, including remediation, software upgrades, and user enhancements;
• Perform Business Analysis activities. Develop Use Cases, High-Level conceptual design documents, and detailed functional design specifications for new enterprise applications or enhancements to existing applications;
• Perform Quality Assurance activities. Test and debug enterprise applications and related components in accordance with design specifications, agency standards, and test plans. Create Test Plans and necessary test data;
• Develop user training and support materials and enterprise application documentation including online help and technical bulletins. Assist in the training of users and customer support (Help Desk) personnel;
• Prepare ad hoc reports in response to user or management needs;
• Diagnose and trouble shoot reported application problems as they occur, to minimize application downtime and to best support the customer experience;
• Support application system interface development, consumer-facing web portals and applications, and business analysis/business architecture;
• Perform the application maintenance activities for application systems;
• Attend meetings with customer management, users, vendors and IT staff to determine options for meeting program requirements;
• Assist with maintaining documentation related to development, maintenance, and support activities relating to applications;
• Maintain network infrastructure;
• Configure, maintain and troubleshoot network firewalls and policies; network switches and routers; and network load balancers;
• Coordinate network changes with other departments and technicians;
• Document all network designs, flows and procedures;
• May supervise lower level IT and/or support staff.
