Minimum Qualifications Qualifications for transfer: current New York State employee with one year or more of permanent or contingent-permanent status in a title at SG-18 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

The Professional Career Opportunities (PCO) eligible list is also used to fill this title at the trainee level. Both current NYS Employees and non state employees may apply if your name appears on this list.

Salary range above applies to candidates appointed to Agency Training and Staff Development Specialist 1, G-18. Candidates hired into the traineeship will be advanced to Agency Training and Staff Development Specialist 1 title upon the successful completion of a two-year traineeship.

Duties Description The State Of New York Office of the Attorney General is looking for an experienced Trainer and eLearning Curriculum Developer to work closely with the training team and other subject matter experts to create/deliver web-based learning content and tools. The eLearning Developer, defines, builds and maintains an on-line curriculum of courses that meet business needs in Legal Education and Professional Development. This position involves all aspects of on-line course development including needs analysis, content design, testing, and implementation through the Statewide Learning Management System. The eLearning Developer supports the learning goals of the organization by developing/delivering eLearning training solutions primarily focusing on asynchronous content development.

Content Development:
• Design and develop innovative, engaging and effective eLearning content, courseware, job aids and reference materials (web based training (WBT) and blended solutions) using adult learning methodologies.
• Author and maintain web based training courses, presentations, recorded training sessions, user guides, eLearning flash tutorials, quick reference materials, etc.
• Curriculum design, including course objectives, methods and instructional approach.
• Create design documents and storyboards to outline the course structure.
• Develop instructor and participant guides and any other presentation materials required.
• Design graphics, illustrations, animation, and navigation elements that ensure quality interactive learning experiences.
• Ensure learning and performance objectives are appropriate to the audience and that the training materials meet the learning and performance objectives.
• Experience with creating, editing, synchronizing and/or recording both Audio and Video for eLearning courses preferred.
• Use eLearning tools such as Lectora, Camtasia, etc., to create interactive, SCORM compliant web based training deliverables.
• Maintain and update existing content based on required changes/updates and end-user feedback.

Collaboration:
• Partner with subject matter experts and project leaders to select learning strategies, media, implementation methods and evaluating strategies that engage employees and promote meaningful learning.
• Work with subject matter experts when needed to refine raw content and define learning outcomes.
• Work with subject matter experts to design and develop audience-appropriate, clear, and concise training content.
• Provide expertise and staff development training to staff on eLearning instructional design.
• Work with SLMS support, IT or software vendor to resolve any technical issues with the web based training course or its performance within the SLMS.

Assessment:
• Design and develop effective and valid assessment questions and responses.
• Monitor and report effectiveness of all training conducted and revises courses as needed.
• Perform quality assurance checks on training courses that have been developed.
• Continuously assess and improve online and blended training programs to ensure program effectiveness.

Project Management:
• Develop project plans to guide development from start to finish.
• Translate needs analysis and functional specifications into detailed course designs.
• Scope asynchronous eLearning content design projects.
• Work on multiple projects concurrently, monitors activity, progress, and time related to project development.
• Negotiate, as needed, with vendors, suppliers and consultants to develop our online content offerings.

Strategic Planning:
• Establish connections with key leaders and management heads to develop a needs based approach to content development.
• Execute Stakeholder Research to define knowledge and Skill gaps, both on key new emerging content areas, as well as within specific learning communities of practice.
• Collaborate on a team wide strategic plan that maps out our eLearning plan, product development schedule and resource need for Fiscal year, 3 year plan and beyond.

Live Training Support:
• Be available as a back-up resources fir LEPD in co-teaching or supporting live training efforts as needed.
• Live Class and Presentation Support: Contribute support and back-up as needed in setting up course programs, setting-up and breaking down training rooms, managing sign-in sheets and monitoring live programs.
• Travel, as needed, to regional offices for programs and stakeholder work.

Ongoing:
• Stay current with industry best practices and proactively seeking information on industry trends.
• Research and learn new technologies and recommends new methods/processes.
• Manage the audio/video recording of events and posting recordings to resource libraries.
• Additional tasks as required by the team.

Additional Comments Employees in NYC receive an additional $3,026 location pay.
