Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidate must have one year of permanent competitive or 55b/c service as an Assistant in Education of Children with Disabilities OR be reachable on the Civil Service eligible list for this title.

Section §70.4 Transfer – A candidate may be eligible for nomination for §70.4 transfer to Assistant in Education of Children with Disabilities if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 20 or higher.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates to fill an Assistant in Education of Children with Disabilities position in the Office of Special Education (OSE). The Office of Special Education provides assistance to parents, advocacy groups, and schools related to services and programs for students with disabilities. Under the direction of the Chief, Bureau Special Program Review, the incumbent of this position will complete a wide variety of programmatic and administrative functions associated with the Special Education Quality Assurance (SEQA) program area. Duties of this position include, but are not limited to, the following:

• Assist in the maintenance of the current Comprehensive Special Education Information System (CSEIS) and assist in the development and implementation of new Special Education Quality Assurance Information System (SEQAIS);
• Use COGNOS to identify and track trends, such as the most frequent citations per review and average time the citation remains open, so that the effectiveness of the corrective actions can be analyzed;
• Collect policy questions and maintain a decision diary;
• Assist with development and maintenance of monitoring review protocols such as collecting interview questions, charts and sample Corrective Action Plans from Regional Offices, and compiling them into the toolbox for supervisors to review;
• Maintain a database of approval letters;
• Develop tools outlining correct steps to follow and basic troubleshooting tips, specific to complaints or reviews;
• Take, distribute and file minutes at Supervisor Meetings and assist with follow up and research;
• Establish and monitor a Professional Development plan to SEQA staff including implementation of new protocols, policy memorandum and emerging issues; and
• Assist regional staff with review of regional need and school age and preschool applications as well as maintain data base on variances.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.

*Leads to a maximum salary of $81,415 based on annual performance advances.
