Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidate must have one year of permanent competitive or 55b/c service as an Associate in Education of Children with Disabilities OR be reachable on the Civil Service eligible list for this title.
Section §70.4 Transfer – A candidate may be eligible for nomination for §70.4 transfer to Associate in Education of Children with Disabilities if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 24 or higher.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates to fill an Associate in Education of Children with Disabilities position in the Office of Special Education (OSE). The Office of Special Education provides assistance to parents, advocacy groups, and schools related to services and programs for students with disabilities. Under the direction of the Supervisor, Education of Children with Disabilities, the incumbent of this position will be responsible for assisting in activities to oversee the special education impartial hearing process as well as with projects related to special education mediation and Individualized Education Program (IEP) facilitation. Duties of this position include, but are not limited to, the following:
• Lead the IEP Facilitation Pilot Program, including the development of internal procedures for the training and certification of individuals to serve as IEP Facilitators, the assignment of IEP Facilitators to Committee on Special Education meetings, the tracking, evaluation and payment for IEP Facilitations;
• Participate in national discussions about IEP Facilitation and provide technical assistance related to IEP facilitation to stakeholders;
• Assist in the development and revision of regulation and guidance related to due process in the State;
• Respond to complaints filed against Impartial Hearing Officers (IHOs) and prepare materials to be used in investigations of these complaints;
• Prepare presentations, including the collection and dissemination of data on due process, to stakeholders including the Commissioner’s Advisory Panel for Special Education Services; and
• Provide technical assistance to the field on all aspects of due process in New York State.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of the Budget approval.
*Leads to a maximum salary of $97,632 based on annual performance advances.
