Minimum Qualifications CANDIDATES MUST MEET THE FOLLOWING QUALIFICATIONS:
Four years of experience in the field of contract compliance, human rights, affirmative action or minority business enterprise, including: planning, developing, implementing and reviewing programs dealing with minority business enterprise, human rights, affirmative action, minority business program coordination, affirmative action compliance review, or labor relations directly relating to affirmative action; or experience in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public or private sector.
Substitution: Graduate and under graduate credits may be substituted for experience on the basis of 30 credit hours for each six months of experience, not to exceed two years of experience.
Duties Description • Review procurement documents to ensure that all applicable Minority and Women Owned Business Enterprise/Equal Employment Opportunity (MWBE/EEO) laws, rules and regulations are adhered to and all required documentation to determine MWBE compliance is provided by Offerors and contractors.
• Compile and report specific data on a quarterly and as-need basis including MWBE Master Goal Plans and updates.
• Review budgets, budget modifications and contract amendments to determine the impact on contracts and to ensure continued compliance with applicable MWBE/EEO laws, rules and regulations.
• Prepare reports and input information into tracking systems and monitor compliance on applicable contracts.
• Develop and maintain an effective working relationship with program and administrative organizations.
• Act as a liaison to Empire State Development to ensure OTDA's understanding of the New York State Contract System and communicate corresponding duties and responsibilities to Program areas.
• Assist in special assignments such as MWBE outreach events.
• Document major or complex issues or problems and refer them to the MWBE Director.
• Assist the MWBE Director in determining appropriate contract utilization goals.
• Engage vendors to ensure their understanding of contract requirements relative to inputting MWBE data into the New York State Contract System upon award, during and at the close of the contract.
• Provide Program areas with assistance in navigating contract management and contract compliance system.
• Assist OTDA in maximizing MWBE participation opportunities in the procurement process.
• Assist in the development, implementation and maintenance of office policies and procedures to monitor and control the procurement process and achieve efficiency.
Additional Comments Appointment will be contingent upon Division of Budget approval to fill. A full-time, non-competitive appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
