Minimum Qualifications Interested candidates must be reachable on the Agency Labor Relations Representative 2 list or eligible for transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 23 or higher.
Duties Description • Incumbent will provide guidance and advice to supervisors regarding employee counseling and provide appropriate feedback
• Perform fact –finding activities, compiling background & factual data on individual grievances and disciplinary matters and hear grievances and disciplines at the appropriate step
• Administer Section 72 process for assigned program areas
• Administer Performance Evaluation appeal process
• Provide Labor Relations Training
• Interpret contract language to supervisors and program managers regarding various collective bargaining agreements
• Draft Notice of Disciplines
• Advocate for the Agency at arbitration, prepare witnesses for both direct and cross –examination and present the case
• Attend and participate in meetings concerning employee relations issues such as Employee Assistance Program (EAP), Health and Safety, and Labor/Management
• Manage the Labor Management Meeting process for one of two bargaining units
• Interprets terms of negotiated contracts to various agency personnel to ensure uniform understanding.
• Supervise a unit consisting of an ALRR1 and a Senior Personnel Administrator.
• Monitor the unit assignments and training needs and provide the technical assistance required
• Prepare annual reports for Labor Relations Activities, and Workplace Violence Report
• Support strategic planning projects as needed
Additional Comments Desired Competencies:
• Working knowledge of the principles and practices of personnel administration, particularly as practiced under the provisions of the New York State Civil Service Law and Rules.
• Working knowledge of organizational principles.
• Working knowledge of pertinent provisions of New York State Civil Service Law and Rules, Military Law, the Attendance Rules, and applicable rules, regulations and directives governing the personnel function in assigned area(s).
• Basic knowledge of human behavior.
• Ability to establish rapport with agency staff and others in order to gather information about programs and jobs; and to interview, select and counsel employees.
• Ability to organize and analyze facts, and to draw logical conclusions.
• Ability to identify and resolve personnel problems.
• Ability to communicate orally and in writing for the purpose of explaining and supporting personnel requests, recommendations and actions.
• Working knowledge of contractual agreements covering agency employees and of pertinent grievance and disciplinary procedures.
• Working knowledge of the principles and techniques of supervision.
• Ability to effectively supervise and coordinate the efforts of others.
