Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service as an Assistant in Educational Testing OR be reachable on the Civil Service eligible list for this title. If the eligible list has fewer than 3 candidates, a provisional appointment may be considered. For provisional appointment, candidates must have a Master’s degree AND three years of qualifying experience OR a Master’s degree or higher in psychometrics, statistics, educational research, school counseling, guidance counseling, tests and measurement, or psychology AND two years of qualifying experience as noted below.

Qualifying Experience: Experience in a position in which the majority of your duties involved developing, analyzing, or constructing large-scale tests and/or large-scale scoring rubrics; administering various aspects of a large-scale program on a professional level, such as the review, analysis, and interpretation of test score data, the development, review and editing of examinations, test manuals and other test materials; or reviewing or re-rating open-ended responses.

Please note: Constructing or administering tests for individual classroom or school district use is NOT considered qualifying experience.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Assistant in Educational Testing in the Office of State Assessment. This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate and high school students. The incumbent of this position will develop test blueprints for state examinations, provide oversight and coordination of examination committee item writers and support the development, construction and administration of educational test. Other duties of this position include, but are not limited to, the following:

• Provide direction and assistance, both orally and written, in all phases of test development and test administration to Department staff, teacher consultants, school personnel and the public;
• Prepare and review technical manuals, proposals, and reports submitted by contractors and providing necessary feedback;
• Prepare and review examinations, answer sheets, and supplementary test materials in assigned subject areas or grade levels;
• Arrange and serve as chair for examination committees and committees of school administrators;
• Monitor the progress of assigned examinations through the various printing stages, including arranging consultant review, and reviewing items and examinations submitted by contractors;
• Maintain and expand a pool of teacher consultants to participate in test development activities in assigned subject areas, including contracting, training, and assigning consultants to perform a wide range of test development tasks; and
• Develop informational memorandums for school administrators on specific aspects of test administration.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of the Budget approval.

*Leads to a maximum salary of $81,415 based on annual performance advances.
