Minimum Qualifications Four years of experience in the review, investigation, and/or evaluation of compliance with Equal Employment Opportunity Laws, rules, and regulations; in the planning, development, implementation, and review of programs dealing with Equal Employment Opportunity, human rights, affirmative action, minority business program coordination, OR labor relations directly relating to affirmative action; OR in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public or private sector. Graduate and undergraduate credits may be substituted for experience on the basis of 30 credits for each six months of experience, not to exceed two years of experience.

Duties Description The incumbent of this position will be responsible to:
• Ensure contractors and consultants comply with contractual provisions for equal employment, training and minority/women/disadvantaged business enterprise participation;
• Conduct site audits regularly to monitor and ensure contractors and consultants compliance;
• Provide technical assistance to the Engineers-in-Charge, consultants and contractors to achieve or maintain contractual compliance;
• Provide direct oversight, direction and assistance for civil rights reporting program(s);
• Perform in-depth Federal Compliance Reviews;
• Submit reports for documentation to the Main Office as requested;
• Attend and participate in Compliance Specialist meetings;
• Additional duties as assigned by the Regional Construction Engineer or his/her designee.
• DBE Certification Inspections for Region 11 in NYC
The incumbent will report directly to the Regional Construction Engineer.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
