Minimum Qualifications Promotion: One year permanent service as a Compliance Specialist 1, Affirmative Action Administrator 1 or Minority Business Specialist 1.

Open Competitive: Five years of experience: in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector. One year of this experience must have been at a management or supervisory level. Graduate and undergraduate credits may be substituted on the basis of 30 credit hours for each six months of experience, not to exceed two years of experience.

Duties Description The incumbent of this position will report directly to the Regional Construction Engineer and may supervise a staff including Compliance Specialist 1 and clerical. Responsibilities include the following:
• Ensure contractors and consultants comply with contractual provisions for equal employment, training and minority/women/disadvantaged business enterprise participation;
• Conduct site audits regularly to monitor and ensure contractors and consultants compliance;
• Provide technical assistance to the Engineers-in-Charge, consultants and contractors to achieve or maintain contractual compliance;
• Monitor and assist the Design Engineer and consultants for design services to achieve or maintain contractual compliance;
• Work with NYSDOT divisions to evaluate compliance;
• Provide direct oversight, direction and assistance for civil rights reporting program(s);
• Perform evaluations and approvals for all firms seeking to work on NYSDOT projects;
• Gather and report statistical data and other information as required by USDOT;
• Perform in-depth Federal Compliance Reviews;
• Submit reports for documentation to the Main Office as requested;
• Investigate complains;
• Attend and participate in annual Compliance Specialist meetings.
