Minimum Qualifications All candidates must possess a valid New York State license, issued by the New York State Education Department, Office of the Professions, as a Clinical Laboratory Technologist.

AND

Either A:
Six years experience as a qualified Medical Technologist in a laboratory specialty, two years of which must have been at an approved clinical laboratory having a director at the doctoral level;

Or B:

a masters degree in one of the chemical, physical, or biological sciences and four years of medical technologist experience, two years of which must have been at an approved clinical laboratory having a director at the doctoral level;

Or C:

a license to practice medicine or osteopathy in New York State or a doctoral degree in chemical, physical or biological science and two years experience in an approved clinical laboratory having a director at the doctoral level;

Or D:

any combination of academic study and training and/or experience outlined in Section 58-1.4 of Title 10 of New York State Public Health Law.

AND

Candidates must be reachable for appointment from the appropriate Civil Service eligible list for this title

Provisional Opportunity:
In the event that there is not a valid list, candidates who meet the following promotional qualifications may be qualified for a provisional appointment.

Candidates must be a qualified employee of New York State and have had one year of permanent service as a Medical Technologist 1, and possess a valid New York State license issued by the New York State Education Department, as a Clinical Laboratory Technologist

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Medical Technologist 2 at Nathan S. Kline Institute for Psychiatric Research. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Medical Technologist 2 positions consists of candidates who have one year of permanent service as a Medical Technologist 1.

Duties Description As a Medical Technologist 2, you would be primarily responsible for maintaining and administering the lab’s quality management program. In this supervisory role, the ability to work independently with flexibility, adaptability, efficiency, accuracy and professionalism is paramount. As an integral member of a collaborative laboratory environment, you may be required to perform diagnostic testing in one or more sections of the clinical laboratory, including hematology, chemistry, special chemistry, endocrinology, therapeutic drug monitoring, serology, urinalysis, microbiology or logistics. You would be expected to comply with the Lab Director’s approved Standard Operating Procedures (SOP).

Responsibilities of this position include identifying internal and external quality issues, developing methods and designating responsibility to assess and collate data, timely reporting of findings, coordinating remediation, and demonstrating resolution. While the laboratory is fully computerized and automated, each department routinely uses both manual procedures as well as highly complex diagnostic analyzers interfaced with the laboratory information system. As part of the analytic process, you would be involved with various aspects of instrumentation including maintenance, calibration and quality control. Administrative/Non-production responsibilities may include the implementation of new procedures, maintenance of inventories, participating with administrative committees for long term planning, safety and quality improvement, and direct involvement with various regulatory agencies, such as the New York State Department of Health and the College of American Pathologists

Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
