Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 3 (Programming), G-23, OR in a position at the G-21 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Preferred Qualifications:
• Ability to define and adhere to project priorities;
• Understanding of development methodologies and the ability to implement and change development processes;
• Good communications skill, both oral and written;
• Ability to work with all levels of staff within the organization and with Agency management;
• 5 Years’ experience with SQL/SQL+;
• 5 Years’ experience with Visual Basic development.
Duties Description Reporting directly to an Information Technology Specialist 4, G-25, within the Human Services cluster, this Information Technology Specialist 3 Programming position will be responsible for development efforts of the Application Development team on CONNECTIONS. The CONNECTIONS application is a New York State system that supports the Federal mandate of a State Automate Child Welfare Information System (SACWIS). The CONNECTIONS system automates the child welfare function for all local social service districts and hundreds of voluntary child welfare agencies, supporting the casework documentation and management activities of staff and users.
This development team works on multiple development paths that enhance and maintain the CONNECTIONS application as well as other associated application in the Child Welfare domain.
Examples of these efforts include new functionality for Placement, Legal Approvals and so forth that will continue to move CONNECTIONS to achieve SACWIS compliance; update components used within the application to ensure vendor support is current; and incorporate legislative, regulatory, or user requested changes to the system.
The duties include, but are not limited to:
• Development and maintenance of Office of Children and Family Services (OCFS) systems;
• Supervise state and contracted staff that may be assigned to your project;
• Work with stakeholders to implement change requests;
• Supervise and coordinate with state and contractor staff to ensure technical standards are adhered to and quality development is delivered and maintained;
• Create detailed documentation for current and proposed systems and processes, including flowcharts, data inputs and outputs, and descriptions of data elements;
• Implement test plans and document test results;
• Develop or modify various systems coding using versioning control software and best practices;
• Troubleshoot server or coding issues; escalate more complex issues as necessary;
• Make recommendations for systematic corrections of errors and technical upgrades on the assigned databases and/or coding;
• Implement security procedures to ensure OCFS applications and data are compliant and secure.
Additional Comments This is an Office of Information Technology Services (ITS) position in the Human Services Cluster and will be located at Office of Children and Family Services in Rensselaer.
