Minimum Qualifications A Bachelor’s Degree from an accredited college or university; Five years of experience in workplace education and adult learning program management; Three years of supervisory experience preferred; Excellent writing, speaking, and communication skills; Experience working in a labor-management setting required; Ability to deal with multiple priorities/competing deadlines in a team setting; Proficiency in Microsoft Office Suite; A satisfactory equivalent combination of appropriate experience and education as determined by the NYS & CSEA Partnership for Education and Training and the NYS Governor’s Office of Employee Relations.
Appointment will be made at either the M-1 or M-2 level based on the qualifications and experience of the candidate.
Duties Description The Manager for the Employee Development Unit is pivotal to the Partnership’s mission to provide education and training programs that promote increased career mobility and a highly skilled workforce. The Manager coordinates and assists Program Associates in the areas of Adult Education Basics, Applied Skilled Trades Program, curriculum development, online learning, and job skills and professional development courses. Duties include, but are not limited to: Program Planning and Administration - Oversee a unit of five professional staff responsible for administering, developing, and delivering a wide variety of training programs for CSEA-represented employees; Establish program goals, objectives, and priorities to meet the training needs identified by labor and management; Develop work plans to effectively respond to requests for services from labor and management stakeholders; Oversee the implementation and improvement of administrative policies and processes for scheduling and delivering training programs through an open enrollment catalog and requests from agency labor and management; Monitor the achievement of program goals and take corrective action to maintain effectiveness; Serve as a member of the Partnership’s management team, setting strategic direction and managing program and personnel issues. Curriculum Review and Evaluation - Oversee the development and revision of curricula for Partnership training courses to ensure high quality that meets the job skills needed and learning styles of adult learners; Monitor the quality of curriculum by analyzing participant evaluations, audits, and feedback from instructors; Identify project teams to work with consultants and subject matter experts in the development of curricula. Training Delivery and Assessment - Identify criteria for evaluating the program’s success and build in benchmarks to measure continuous improvement of programs; Evaluate and assess the effectiveness of training, communicate areas for improvement, and monitor progress; Maintain training skills and program expertise to stay current in the field; Maintain knowledge of NYS agencies and CSEA-represented titles to ensure training programs are relevant.
